Career and Technical Education Special Population Consultant

POSITION GOAL:

The CTE Special Populations Consultant works with students and CTE teachers to provide accommodations support for students with IEPs and 504s as well as training in those areas for teachers. The CTE Special Populations Consultant will also work with the CTE teachers to identify what instructional strategies will work best for students and communicate with local high school special education staff to ensure seamless integration of plans. The CTE Special Populations Consultant is also responsible for supporting and advocating for students who have unique needs, ensuring they receive appropriate services, accommodations, and opportunities for success. These populations might include students with disabilities, English language learners, economically disadvantaged students, foster youth, or other groups who may face challenges in accessing education and services. By providing targeted support, advocating for necessary accommodations, and ensuring compliance with regulations, they help to remove barriers and promote equity in education. This role is essential in fostering a positive and supportive learning environment for all students, regardless of their backgrounds or challenges. This position will also support CTE special populations students with achieving minimum state-determined levels of performance (SDLP) on Perkins Core Performance Indicators.

Qualifications:

REQUIRED:

• Master’s degree in secondary education field (Special Education preferred), counseling or K-12 administration
• Valid Michigan Department of Education Teaching Certificate (Special Education preferred)
• Knowledge of Career and Technical Education
• 3 years educational experience in a variety of settings working with students and staff
• Successful experience in classroom instructional development, curriculum design, learning accommodations, brain research and assessment
• Strong knowledge of computer and software applications, especially Microsoft Office Suite and Google Apps.
• Excellent communication skills, both written and verbal, with students, parents, colleagues and the community
• Handle confidential information.
• Must be able to lift up to 20 pounds.
• Required to have a physical presence at the designated job site each scheduled work day.
• Must have regular and reliable job attendance, performance and the physical ability to do the job.

PREFERRED:

· Overall knowledge base of impact of disabilities (i.e. OHI, LD, CI, ASD, etc.) on curriculum progression

Performance Responsibilities:

• Establish and maintain open and effective communication with parents, staff, administrators, and outside agencies involved with students.
• Work to ensure members of special populations are provided with the opportunity to participate in all CTE-instructional activities (i.e. CTSOs, WBL, CCP, and Credentialing).
• Assess recruitment practices and materials used to promote CTE courses and Programs of Study to ensure that they are free of bias and inclusive of all students, including members of special populations.
• Provide support for all students, including members of special populations, in order to retain participation within their desired CTE Program of Study.
• Provide support for students who are progressing through CTE courses or Programs of Study which can lead to a non-traditional career path.
• Collaborate with stakeholders (local district staff, colleges, and community agencies) involved with supporting members of special populations in order to recruit and retain students seeking opportunities with CTE that support their post-secondary goals, which may include attending local IEP and 504 meetings.
• Use data to evaluate the progress and success of all students participating in CTE courses and Programs of Study, including members of special populations.
• Implement progress monitoring procedures for tracking the progress and success for members of special populations participating in CTE courses and Programs of Study.
• Develop working relationships with representatives (state, regional, and local) who support members of special populations.
• Support local efforts to provide and support Transition Programming.
• Be knowledgeable of federal laws that external stakeholders must adhere to in their efforts to support CTE students, including members of special populations (i.e. ESEA/ESSA, WIOA, IDEA, and all Civil Rights Laws enforced by the U.S. Department of Education for Civil Rights).
• Identify and use community resources, people and facilities to enhance the learning experiences for students.
• Develop and maintain contacts with appropriate businesses/industries.
• Seek opportunities for positive public relations, publicity, and community job involvement for CTE.
• Orient and acquaint the students with the policies, regulations, services, resources, and programs of the St. Joseph County Career and Technical Education programs.
• Provide student documentation required by the sending districts.
• Stay current and informed of developments in own and related fields of Career and Technical Education.
• Maintain all aspects of confidentiality as it pertains to students, families, student records, and information, and other protected information.
• Design and implement programs tailored to meet the needs of special populations.
• Develop strategies to support the inclusion and success of these groups in educational settings.
• Coordinate with LEAs to integrate support and services for special populations.
• Adhere to district policies and procedures.
• Follow all established policies, practices, and procedures in terms of duties and responsibilities of the position as delegated by the Director of CTE.

TERMS OF EMPLOYMENT: This is a 200-day position. Terms and other conditions of employment established by the Board of Education.
