Job Summary/Scope
Assists with administering the WIC program while following the policies and procedures established by the Federal and State government. Participates in the development and implementation of nutritional counseling and education for the local Women/Infant/Children (WIC) Nutrition Program. May assist with the day-to-day supervision of any WIC staff, including a clerk, Health Professional Assistant (HPA), Competent Professional Authority (CPA),or nutritionist regarding program standard eligibility duties and activities. Limited budgetary responsibilities. Helps coordinate nutrition and breast-feeding services provided to participants in the WIC Program.

Essential Duties and Responsibilities
Assists in providing nutritional education and counseling services relevant to the health and nutritional needs of WIC participants. Develops and implements plans for high-risk participants. Provides participant-centered nutrition education and counseling for high-risk participants and documents nutrition education according to approved format.
Determines eligibility and assigns risk factors.
Obtains and documents demographic information, bio-chemical and anthropometric measurements, oral assessment, determines health risks, and provides referrals for eligible clients.
Helps coordinate nutrition and breastfeeding services, provides assistance to breastfeeding women with concerns; provides education and support to all women participants.
Participates in staff in-services and/or training sessions related to WIC policies/procedural changes.
Monitors WIC participant files and benefits issued for state compliance.
Evaluates the nutrition components needed for The City of St. Joseph Health Department-WIC program in relation to state WIC policies. Prescribes food packages exempt formulas and WIC-eligible nutritional’s as well as approve special formulas consistent with program guidelines.
Coordinates nutrition services with medical providers as appropriate.
Helps coordinate referrals/outreach for the WIC program.
Helps monitor clients that violate Federal guidelines.
Helps assist with retailer issues regarding food packages, redemption, and client complaints.
Helps participate in conducting studies and surveys, including compilation of data and interpretation of results.

Other Duties and Responsibilities
Provides technical assistance and consultation regarding nutrition and breastfeeding services to other local agency staff and professionals in the community.
Performs office duties occasionally as necessitated by program needs.
Assists in promotion of the WIC program through media, health fairs and interested community groups. Helps participate in conducting surveys regarding dietary factors in health and disease.
Helps prepare reports, records and other data related to nutritional services.
Performs all other related duties as assigned.

Required Knowledge, Skills and Abilities
Skills in planning and implementing federal and city government guidelines, data interpretation, and assessment.
Detailed knowledge of the principles and practices of nutrition as it relates to WIC program operations, current developments in public health nutrition and application to local programs.
Knowledge of social, cultural and economic problems and the impact of public health nutrition.
Some knowledge of the general organization and function of public health agencies.
Must be able to communicate effectively both orally and in writing.
Ability to work well with community groups, organizations and with the general public.
Must be able to develop and use educational materials for nutrition education.
Ability to gather, interpret, evaluate and use statistical data.
Ability to maintain effective relationships with the WIC population, WIC staff and other health and social service agencies.
Maintain a courteous and respectful attitude toward all participants in the WIC program.
Valid State of Missouri Driver’s License required.
One to three years’ experience in nutrition or directly related field preferred.

Material and Equipment Directly Used
Use WIC health assessment tools, such as, infant, children and adult weight scales, infant, children and adult length boards, HemoCue analyzer and the medical supplies used for hemoglobin testing. Use basic computer skills and literacy in using computers with various software applications and other related office equipment, including phone, printer, calculator, copier, and fax. There may be times when use of personal vehicle may be required.

Working Environment/Physical Requirements
This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing and repetitive motions, frequently requires sitting and reaching with hands and arms and occasionally requires standing, walking, using hands, stooping, kneeling, crouching, pushing, pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to fumes or airborne particles, exposure to outdoor weather conditions and exposure to blood borne pathogens and is required to wear specialized personal protective equipment when taking hemoglobin ; work is generally in a moderately noisy location (e.g. business office, light traffic).

Education
Minimum qualifications include: Bachelor’s or Master’s degree from an accredited four-year college or university in a nutrition related field with at least 15 semester hours in food and nutrition, with at least one course in nutrition counseling, nutrition education (theories and practice), nutrition in the life cycle and food science OR Registered Dietitian (RD), licensed in the state of Missouri (registration or current eligibility for registration by the Commission on Dietetic Registration (CDR).

Passing of a drug screening required prior to appointment.
