What are the responsibilities and job description for the Director of Federal Programs position at St. Landry Parish School Board?
Job Goal:
To direct, coordinate and supervise all Title I activities, programs, buildings, and personnel as they support the total instructional program of St. Landry Parish in accordance with established local, state and federal agencies. This position helps ensure that all federal funds are allocated in a way that meets the intent and purpose of each program.
Qualifications (minimum education, licensure, skills, and/or experience):
- Master’s degree from an accredited institution of higher learning.
- Louisiana Certification with Administration, Certification as a Parish or City School Supervisor of Instruction, and/or Educational Leader Endorsement.
- Five years of successful administrative or management experience in education at the assistant principal level or above, with at least three of those years at a higher level than assistant principal.
Essential Duties and Responsibilities:
- Initiate, develop, and submit proposals for the utilization of federal funds as related to federal programs and provide supervision and evaluation data in accordance with established guidelines of local, state, or federal agencies.
- Assist the Director of Personnel in the recruitment, interview, selection, and employment of competent personnel in federal programs.
- Supervise and evaluate all personnel within the jurisdiction of federal programs and schools assigned in accordance with the established procedures of the school system.
- Initiate and direct an on-going in-service training program for all federal program’s personnel in cooperation with the Superintendent and/or designee.
- Maintain an accurate inventory of all federal programs materials and equipment in keeping with guidelines, rules and regulations of local, state, or federal agencies.
- Annually evaluate personnel, all media center activities including the receiving, distribution, storing, cataloging, accounting, and delivery of materials, equipment, and supplies for all federal programs.
- Review and approve the expenditures of all funding for federal programs in cooperation with the Chief Financial Officer. Supervise accounting personnel in order that such expenditures are in accordance with approved budgets and local, state, and federal rules and regulations.
- Assist consultants, supervisors, principals, teachers, and other personnel in developing reports for all federal programs, equipment, and materials according to procedures, laws, guidelines, and regulations of local, state, and federal agencies.
- Meet with individuals, groups, and organizations for the purpose of discussing, interpreting, and promoting the operation of and procedures for all federal programs.
- Prepare and timely submit, according to established guidelines, all required and requested local, state, regional and national forms and reports.
- Initiate and direct the establishment of advisory committees required by guidelines for federal programs.
- Support the design, direction, revision, and evaluation of the entire math and reading federal programs in the school district. Collaborate with the Supervisor of Early Learning, the Chief Financial Officer, the Supervisor of Elementary Education and others as needed for the preparation of materials for the reading and math programs.
- Provide support as outlined under federal program guidelines for learning center personnel. Collaborate as needed with the Supervisor of Elementary Education, principals, teachers and other personnel to select materials for learning centers.
- Perform basic managerial activities to include staff development and reviewing/processing of invoices, requisitions, and expense reports.
- Identify opportunities and recommend methods to improve service, work processes and financial performance, e.g. expense management. Assist in the implementation of quality improvement initiatives.
- Aggressively research grant opportunities for the district and provide grant information to appropriate St. Landry Parish School System personnel as well as train and assist personnel in the writing of grants.
- Monitor the reporting cycle of state grants; write grants as needed to ensure the maximum revenue for the district.
- File all State Department of Education reports for the St. Landry Parish School System in a timely manner.
- Collect data and prepare reports for the Superintendent and staff.
- Establish and maintain procedures and criteria for the annual assessment of the various acts of Congress, guidelines and changes which provide funds for all phases of education under the Jurisdiction of federal programs.
- Disseminate information about federal program requirements to district and school level staff.
- Meet with and provide consultation to non-public school representatives about participation in appropriate federal programs and textbook allocations.
- Establish guidelines and direct procedures for an effective and efficient needs assessment of students, teachers, parents, and other school personnel and evaluate the results of this assessment for the federal programs reports.
- Organize and coordinate the gathering of statistical data needed to substantiate the eligibility for the system to participate in specific federal program.

Additional Duties:
May serve at the direction of the Superintendent as a Principal Supervisor with the following responsibilities:
- Evaluating and coaching the principal or facilitator of the school(s) or site(s) to which they are assigned.
- Conducting weekly visits to provide coaching and/or support to principals and/or facilitators.
- Address stakeholder matters and/or concerns relative to each school or site before being filtered to the respective district staff/department and/or the superintendent.
May serve at the direction of the Superintendent as a Zone Leader with the following responsibilities:
- Serve as a member of the Superintendent’s Leadership Team.
- Assist in the development of objectives for the Division of Curriculum, Instruction and Assessment consistent with the stated goals of the School Board and Superintendent.
- Advise and assist principals on School Improvement and application of Effective School Research at the building site.
- Conduct field observations in assigned schools to support school-based leaders in instructional practices and approve school-based leader SLTs; attend PLC meetings to support instruction.
- Observe feedback on classroom practices and act as a liaison with teachers in other schools and with central office administration and personnel.
- Communicate through developing newsletters, bulletins, manuals, and handbooks.
- Encourage the teaching of developmentally appropriate practices.
- Make recommendations on matters of curriculum equality, resource and instructional equity, monitoring of school and student data.
- Coordinate elementary, middle, and high school staffing in consultation with the School Superintendent.
- Identify critical and emerging issues of curriculum and instruction and recommend course(s) of action superiors.
- Identify staff development, in-service or training needs.
- Demonstrate expertise in interviewing, evaluating, and recommending applicants through the Human Resources Department.
- Serve as a resource to teachers, principals, and other instructional personnel and the general public regarding programs of curriculum and instruction and related educational services for elementary or middle or high/alternative school levels.
- Provide input on policies and procedures affecting elementary or middle or high/alternative schools and/or facilities programs.
- Facilitate the provision of various pupil support services such as transfers, race relations, discipline, hearings, and suspensions.
- Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Directors shall be expected to perform the following duties, along with the completion of corresponding documents, forms, and reports.
Self-Evaluation
- Complete a self-evaluation and document the results on appropriate written forms.
Professional Growth Plan
- Develop a Professional Growth Plan in collaboration with the evaluation.
Supervision
- Supervise Principals, Assistant Principals, and other employees reporting to the specific Director position.
- Complete and/or assist in the preparation/implementation of employee pre and post observations, evaluations, Intensive Assistance Plans, and other associated tasks and monitoring.
Instructional Components
- Fulfill duties traditionally expected of those in supervisory positions.
- Collaborate with those providing and overseeing school-based instruction as well as professionals providing ancillary services.
- Review, draft, study, recommend, and implement policies, curriculum, and plans to improve the quality of instruction.
- Conduct school/class walk throughs.
- Participate in Instructional Leadership Team meetings.
Non-instructional Components
- Attend meetings generally associated with the instruction of students.
- Attend faculty, staff, and department meetings.

- Participate in the preparation of necessary disciplinary documents and corresponding disciplinary process.
Physical Demands:
- Frequent travel within the district, and occasionally outside the district for meetings, site visits, and events.
- Prolonged periods of both standing and sitting during meetings, presentations, and administrative tasks.
- Extended periods of time using a computer for data analysis, report generation, and communication.
- Occasional lifting or carrying of materials such as paperwork, laptops, or other office-related items.
Terms of Employment: 12 month (1.60 index)
