The St. Louis County Department of Human Services seeks a Home Improvement Program (HIP) Supervisor to provide oversight, direction, and guidance to the HIP staff in execution of the program.
Supervisor is solely responsible for the daily management of the Home Improvement Program.
The typical starting salary is $59,696 to $71,635.20 depending upon the candidates' qualifications as well as budgetary considerations. Examples of Duties
Supervise 4 HIP Specialists and 2 Office Service Specialists in two different locations. Provide technical assistance or solutions to staff based on knowledge and experience. Provide guidance on Community Development Block Grant (CDBG) regulations, and OCD policies and procedures.
Hire and oversee training of new personnel.
Prepare annual performance evaluations for a staff of six. Approve leave requests, timesheets and (mileage) for staff of six.
Assign an even and fair distribution of workload of the municipal portfolios for the HIP Specialists. Modify workload to reflect changes in funding levels when required.
Monitor expenditure rates of each HIP Specialist’s Muni municipal portfolios, to ensure allocated funding is being expended in a timely manner to attain department goals.
Oversee the expenditure of funding provided for the unincorporated areas to attain department goals.
Maintain and gather data and records to compile monthly and annual reports. Enter appropriate expenditure and demographic information into online federal systems
Review and sign HIP Forgivable Agreements (approximately 150-200 cases per year).
Review and sign monthly Deeds of Release for expired Agreements and prepare for recording (approximately 250-300 releases per year).
Review and sign all payment requests (approximately 350-500 individual pay requests per year).
Process all program income checks through DHS Accounting.
Calculate balances and send pay-off letters to title companies, lenders and clients.
Review refinance requests and prepare Subordination Agreements
Review and approve all Work Write-up Addendums. Discuss and authorize all expenditures that exceed program limits.
Mediate all disputes between HIP Specialist, homeowner and contractor. Travel to specific locations to view situation when required. Arbitrate and make a final decision.
Resolve all complaints from the general public, as well as answer questions or direct caller to other resources.
Process and document “Conflict of Interest” applicants following HUD protocol.
Audit files.
Update operations manual and policy memos.
Speak at and/or give presentations at public meetings when requested.
Serve as the liaison between HIP and other County departments as well as a variety of non-profit organizations.
Instill a positive attitude among staff by personally exhibiting enthusiasm, a positive attitude, support for management, and serving as a credible role model.
Minimum Qualifications
Equivalent to a Bachelor's Degree and three years of related experience.

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.
The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
St. Louis County offers its employees many excellent benefits with paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11-12 paid holidays. Employees hired for full time employment will participate in the St. Louis County retirement plan where they contribute 4% of their salary to the defined benefit plan with vesting after 7 years. In addition to these benefits, as of January 1, 2023, St. Louis County approved up to 480 hours of paid parental leave for eligible employees welcoming new children, either by birth or adoption. The employee can also take up to 80 hours of leave for prenatal care and up to 80 hours for care of the child within the first year.
