The St. Louis County Children’s Service Fund (CSF) is seeking a collaborative and detail-oriented data and performance analyst who is passionate about using data to improve the behavioral health system for kids and families in the St. Louis region. The data and performance analyst is responsible for assisting partners with designing program evaluation strategies, working with other CSF staff to grow and maintain CSF’s data warehouse, and managing the collection, maintenance, analysis, and presentation of all funded partner and client data.
The typical starting salary is $52,894.40 to $70,720.00 annually depending upon the candidates qualifications as well as budgetary considerations. Examples of Duties
- Utilize principles of evidence-based management to guide funded partners through a logical program evaluation plan, designed to support high quality outcome data.
- Provide support to partner agencies in all data and outcome reporting processes.
- Develop and maintain data infrastructure, forms, surveys, and custom dashboard reports.
- Manage CSF impact reporting schedule for all open funding opportunities, including responsibilities related to testing, release, and analysis.
- Run standard and custom queries for data extraction.
- Implement policies and protocols for data management that ensure high data integrity, quality, accuracy, completeness, and timeliness.
- Work with CSF’s IT/administration team to ensure high quality data management practices.
- Collaborate with other staff and partners to carry out the goals of CSF’s strategic plan to become a data driven thought leader in the St. Louis region. Contribute to various major initiatives at CSF including design and develop a data warehouse, the expansion to client level data with a unique client ID system, and the implementation of CSF’s impact framework.
- Prepare analyses for reports and publication to internal and external stakeholders.
- Update and maintain all external facing applications and dashboards including CSF’s Find a Service Tool, Current Investments, and School-based Services Experience.
- Support the Communications Department, keeping all data and information about CSF and funded partner organizations up to date on CSF’s website and other external resources.
- Collaborate with internal staff and external partners to produce and/or assess community-level data that demonstrates collective impact.
- Fulfill all data requests related to CSF and other community research; and
- Research statistics and trends to inform the work of St. Louis County Children’s Service Fund.
Minimum Qualifications
Candidates should hold a Master's degree in Public Health, Public Administration, Epidemiology, Data Analytics, Data Science, Statistics, or related field or have equivalent knowledge and experience.
Candidate must possess the following competencies and skills:
- Minimum of four years' experience working in database management, evaluation, data analysis, quality improvement, or related area
- General understanding of database design or architecture and relational databases
- Thorough understanding of program evaluation and concepts related to logic models or theory of change in program delivery
- Experience in the fields of behavioral health or social services is preferred
- Strong quantitative analysis skills including R, Tableau, and ArcGIS, and be willing and able to further develop related skills on the job
- Experience with Salesforce, particularly in an analyst role is preferred
- Proficient in Microsoft 365 including Excel, Outlook, Word
- Detail-oriented
- Self-starter with strong organizational skills
- Able to manage their individual tasks while also sharing in collaborative work
- Thrive when managing multiple concurrent projects and deadlines
- Strong customer relations and constituent relationship skills

Additional Information
SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.
The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
St. Louis County offers its employees many excellent benefits with paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11-12 paid holidays. Employees hired for full time employment will participate in the St. Louis County retirement plan where they contribute 4% of their salary to the defined benefit plan with vesting after 7 years. Other benefits include: paid life insurance, a credit union, 457 Deferred Compensation Plan, pre-tax premium pay plan, dependent care and medical expense reimbursement plans, and short and long term disability insurance.
In addition to these benefits, as of January 1, 2023, St. Louis County approved up to 480 hours of paid parental leave for eligible employees welcoming new children, either by birth or adoption. The employee can also take up to 80 hours of leave for prenatal care and up to 80 hours for care of the child within the first year.
