Family Court of St. Louis County is hiring for a Deputy Juvenile Officer - Restorative Justice Coordinator in the Delinquency Department.

Pay grade 10 - $48,048 - $72,093. This position is eligible for 10% addition to pay.

This is a non-merit position. Recruitment for this position will be handled by the Family Court of St. Louis County. The position is eligible for Public Service Loan Forgiveness.

Examples of Duties

An employee in this job class and position is responsible for performing work of moderate difficulty and requiring independent judgment. This position is funded through a Missouri Division of Youth Services diversion grant. Work is performed under the direction of a Delinquency Services Manager. This position functions as a coordinator and facilitator of restorative justice programming. In addition, this position focuses on youth accountability, repairing the harm caused to victims, and community protection. Work is reviewed by periodic supervisory conferences; observance of conferences, mediations and group counseling sessions; reports submitted; and achievement of stated goals.

Coordinates, facilitates and oversees restorative justice programming.

Provides mediation and conflict resolution services to juvenile offenders and victims.

Develops innovative programming to support juveniles, reduce crime and youth violence.

Engages in outreach efforts to develop and maintain relationships with community partners to increase restorative justice awareness.

Establishes and maintains partnerships with schools to conduct training with school personnel on restorative discipline techniques, and to serve as a resource to prevent students from engaging in delinquent behavior.

Recruits, screens, and trains volunteer and mediators/facilitators; provides ongoing training/support and supervises volunteer staff and contractual providers.

Accepts and screens referrals to programs; makes arrangements to support participants for conferences (location, food, childcare, transportation, etc).

Develops a diverse volunteer staff in conjunction with Manager and contractual providers who are reflective of the community in which the services are provided.

Prepares families for conferences and victims and juvenile offenders for mediations.

Provides written and verbal reports to Deputy Juvenile Officers on the progress of conference and mediation agreements.

Compiles statistical data on all programs and identify program improvement needs to support/advance funding opportunities.

Maintains electronic files on each conference and mediation case and on each group counseling participant.

Provides group services and skills training to youth referred to the Juvenile Office.

Examples of Other Duties:

Serves as appropriate role model for juveniles and families in the programs.

Serves as a resource to community members and partners to prevent delinquent behavior.

Serves as a resource to youth to intervene when delinquent offenses have been committed.

Provides training to staff on restorative justice and related programming.

Participates in supervisory and unit conferences, exchanges ideas and evaluates strategies on specific cases.

Attends and completes a minimum of 24 hours of approved training per merit year in order to enhance professional development; remains abreast of current trends and issues in juvenile justice.

Performs other grant related duties as assigned.

Knowledge, Skills, and Abilities:

Knowledge of crime victim reactions, needs and resources.

Considerable knowledge of the mission and operations of the Family Court and St. Louis County Juvenile Office.

Knowledge of current social problems and recent social developments, particularly as they impact juveniles and family systems.

Knowledge of volunteer recruitment, selection, supervision, and retention strategies and techniques.

Knowledge of Restorative Justice theory and practices.

Skill in working with people from various socioeconomic and cultural backgrounds.

Skill in conducting mediation, resolving conflicts and other restorative justice practices.

Skill in gathering and analyzing information from various sources.

Working skill in understanding the problems, needs, and motivations of social service clientele.

Ability to communicate clearly, effectively and tactfully, both orally and in writing with program participants, Juvenile Office staff, management, and the community.

Ability to analyze information/situations and to solve problems effectively, by interpreting Juvenile Office policy and procedures and making decisions based on these standards.

Ability to be creative in the development of restorative justice programming.

Ability to be creative in the development of group counseling and restorative justice programs.

Ability to establish professional relationships with judges, attorneys, staff and persons representing other agencies.

Ability to work with youth and families from diverse backgrounds in a non-judgmental manner.

Ability to make sound judgments based on data gathered from a variety of sources.

Ability to prepare a variety of professional reports and documents.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor’s degree in a social/behavioral science; or four years of professional experience working with juveniles and families; special training in restorative justice theory and practices and mediation is preferred; or any equivalent combination of training and experience.

Additional Information

All applicants conditionally offered a permanent part-time, full-time, term or on-call position will be required to submit to a urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be paid by the County. Applicants will also be required to submit to an extensive background and criminal record check.

St. Louis County offers its employees many excellent benefits with paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11-12 paid holidays. Employees hired for full time employment will participate in the St. Louis County retirement plan where they contribute 4% of their salary to the defined benefit plan with vesting after 7 years. Other benefits include: paid life insurance, a credit union, 457 Deferred Compensation Plan, pre-tax premium pay plan, dependent care and medical expense reimbursement plans, and short and long term disability insurance.

In addition to these benefits, as of January 1, 2023, St. Louis County approved up to 480 hours of paid parental leave for eligible employees welcoming new children, either by birth or adoption. The employee can also take up to 80 hours of leave for prenatal care and up to 80 hours for care of the child within the first year.
