Family Court of St. Louis County is hiring for a Human Resources Generalist III- Training Director in our Human Resources Department.


The HR Generalist III - Training Director coordinates and oversees the planning, development and delivery of educational and training programs for the entire St. Louis County Circuit Court, ensuring these programs support the goals and direction of the court and provide development opportunities for employees. This position is responsible for all aspects of training for State and County employees for the Saint Louis County Circuit Court (excluding all Article 5 Judges), and reports to the Director of Human Resources.


Salary $55,536 - $80,000 This position is eligible for 10% addition to pay.


This is a non-merit position. Recruitment for this position will be handled by the Family Court of St. Louis County. Position is eligible for Public Service Loan Forgiveness.

Examples of Duties

  • Planning, developing, directing, and overseeing all training, education, and employee development programs for judicial staff and court employees.
  • Selecting, training, and managing training staff, including establishing performance plans.
  • Identifying needs and developing training programs to meet various training mandates.
  • Collaborating with the training committee to address special training needs.
  • Assisting in the development and preparation of training programs and resources to support the goals of court departments.
  • Developing, proposing, and maintaining annual training plans.
  • Developing an annual budget for training and development programs.
  • Overseeing the administration of training resources and expenditures.
  • Obtaining credit approval from the Missouri Bar for judicial and legal education.
  • Evaluating the effectiveness of training programs and implementing curriculum to enhance effectiveness and value, as appropriate.
  • Coordinating activities with state level judicial branch education entities to ensure compliance with guidelines.
  • Developing, and delivering group presentations and specialized training on selected topics.
  • Compiling statistical data on all programs and presenting reports on progress to training committee.
  • Exploring grant opportunities for training and applying for grant funding, where indicated.

Potential Other Duties:

  • Serving as advocate for all aspects of training, court-wide.
  • Serving as a resource to court departments in support of all training activities.
  • Participating in supervisory and unit conferences, exchanging ideas and evaluating strategies for the review of existing and future training programs.
  • Performing other training-related duties, as assigned.
  • Communicating with court personnel in other jurisdictions to develop best practices.

Required Knowledge, Skills, and Abilities:

  • Knowledge of adult learning and behavioral change theories, training needs assessment, program curriculum development and methods of marketing educational programs.
  • Knowledge of current trends and research in the training and development field.
  • Knowledge of legal organizations, grant funding sources and other possible resources supporting the training endeavor.
  • Knowledge of management and administrative responsibilities including finance and budget, performance management, and policy implementation.
  • Skills to develop and evaluate program goals and training effectiveness.
  • Expert level knowledge of Microsoft Office software including but not limited to Excel, Word, and PowerPoint.
  • Ability to communicate effectively with diverse audiences, including judges, court staff, court management, representatives from other government offices, and the general public.

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university in training or related behavioral science (preferred).
  • At least 5 years of experience in training or an equivalent combination of training and experience.
  • Experience training in a government environment preferred.

Additional Information

All applicants conditionally offered a permanent part-time, full-time, term or on-call position will be required to submit to a urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be paid by the County. Applicants will also be required to submit to an extensive background and criminal record check.

St. Louis County offers its employees many excellent benefits with paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11-12 paid holidays. Employees hired for full time employment will participate in the St. Louis County retirement plan where they contribute 4% of their salary to the defined benefit plan with vesting after 7 years. Other benefits include: paid life insurance, a credit union, 457 Deferred Compensation Plan, pre-tax premium pay plan, dependent care and medical expense reimbursement plans, and short and long term disability insurance.

In addition to these benefits, as of January 1, 2023, St. Louis County approved up to 480 hours of paid parental leave for eligible employees welcoming new children, either by birth or adoption. The employee can also take up to 80 hours of leave for prenatal care and up to 80 hours for care of the child within the first year.
