What are the responsibilities and job description for the Police Emergency Management Specialist position at St. Louis County, MO?
An employee in this job class is responsible for developing, reviewing, and maintaining a wide variety of emergency management programs and coordinating different activities to prepare the whole community for disaster response and recovery. This includes making sure the community’s needs are met, collaborating with public and private organizations to provide educational resources and information in the event of a disaster, and ensuring the integration of emergency plans throughout the whole community. The work is performed under the general supervision of the Director and Deputy Director of Emergency Management.
Duty Hours: 8:00 AM to 4:30 PM, Monday through Friday, with flexibility to meet Department needs. This position is subject to recall.
Per the Department's Collective Bargaining Agreement, newly hired employees who do not possess corresponding experience will start at the base starting pay listed in this posting.

Examples of Duties
- Writes, edits, publishes, and updates emergency management plans, operations manuals, and standard operating procedures for county government.
- Reviews and provides emergency management planning guidance to municipal government, business and industry, school districts and public safety organizations.
- Initiates, prepares, and conducts training, seminars, orientation and lectures on emergency management issues with various organizations, groups and the public.
- Develops, conducts, and participates in simulated exercises to test and refine various emergency preparedness programs.
- Reviews hazardous material documents and files for technical data to determine hazard vulnerability in St. Louis County to hazardous material incidents.
- Maintains and updates files, rules, regulations and information on various emergency management topics and programs regarding natural, human-caused, and technological hazards.
- Coordinates and integrates emergency management plans and operations with various federal, state, and local governments and emergency services providers.
- Continually monitors events that will potentially impact St. Louis County and respond to the EOC when necessary (i.e. significant weather events, civil unrest, mass casualty incidents).
- Coordinates participation by all County Department disaster coordinators as well as municipal officials in emergency management planning activities.
- Develops, conducts, and coordinates community outreach efforts for the office.
- Represents the office on various local business and industrial safety and health emergency planning boards.
- Carries a Department cell phone and is on call 24/7 for IEC activations and/or disaster response to include responding to on-site emergencies and disasters to assess the situation, initiate actions, and provide appropriate resources and information.

Training and Experience:
Required: Successful completion of the following FEMA classes: IS 100, IS 200, IS 700 & IS 800 and IS 2200.
Preferred: Graduation from an accredited college or university with a bachelor’s degree in Emergency Management, Business Administration or Public Administration. Minimum of three (3) years of experience in emergency management, police, fire, or related field. Successful completion of the following FEMA classes: ICS 300 - ICS for Expanding Incidents; ICS 400 - Advanced ICS; G-2200 - EOC Management and Operations; and G-191 - ICS/EOC Interface.
Special Requirements:
Possession of a valid driver’s license.

Under the regulations of the Police Department, all appointments to the St. Louis County Police Department are made on the basis of a continuously open, competitive hiring process conducted under the supervision of the Personnel Services Unit.
