Case Manager - County Youth Programs

This full-time, 40 hours per week position provides case management and essential life skills group counseling to children and youth ages 12-19, at the Saint Louis County Center for Youth on The Rise in Spanish Lake. They will also establish and maintain relationships with local communities, businesses, nonprofits, and other organizations/ stakeholders to best serve the youth and increase awareness of the youth center. The typical work hours will be from 8:30 am – 5:30 pm Monday – Friday with occasional weekend hours as needed. Hours may be flexible depending on program needs and employee availability with administrative approval. 


Currently, there are (6) full-time Case Management Positions available. Below is a breakdown of the openings and their primary responsibilities. Based on the needs of the program, all Case Managers may be assigned other duties to support and facilitate services, programs and activities, no matter which primary area they may initially be assigned.

(1) Drop-in Case Manager – Must be at the center to engage youth during Drop-In hours (1-5 pm). Create youth-centered programming for Spring Break, Winter Break, Summer, etc. Engaging with youth includes but is not limited to playing board games, sports activities, life skill groups, etc.

(1) Doors to Success Case Manager - Work with HISET students and serve as their case manager. Aid participants in setting short and long-term goals along with obtaining their HISET Credential. Test taking coordination, Life Skills group facilitation, and scheduling community partner presentations, such as military personnel, trade schools, colleges, etc. are key components of this position.

(1) Youth Development Specialist - Travel to various schools and conduct long-term group facilitation. Take youth out in the community for exploration and service-learning activities. Provide new experiences to expand horizons and enhance life skills in alternative, controlled environments.

(3) Community Case Managers - Primarily out in the community meeting, recruiting, and serving youth where they are. Including but not limited to schools, home, or transporting them to other places in the community such as court, doctor’s appointments, job interviews, etc. Conduct one-on-one sessions with youth and families. Facilitate life skill groups at the center and out in the community.

The starting salary for this position will be between $41,600.00-$49,920.00 annually and will be based on experience and qualifications.  As an employer, St. Louis County cares about the health and well-being of our employees. Essential Function Examples
  • Recruits middle and high school age youth participants, as well as youth who have dropped out of high school.  Initiates special outreach efforts to recruit at-risk youth.
  • Conducts risk assessments.
  • Creates individuals Care Plans for youth participants.
  • Markets program services and initiates outreach to parents.
  • Provides crisis intervention and support; assesses client's risk for harm to self and others. 
  • Develops and maintains a network of community contacts and resources for clients' access to opportunities and referral services.
  • Provides  non-therapeutic counseling and case coordination within the treatment team at the youth center.
  • Identifies common needs of current and new client populations; designs and conducts innovative life skills activities and group counseling.
  • Advocates and arranges successful referrals of clients to services and resources in the community.
  • May provide weekly oversight and programming for youth in Drop-in Center.
  • Organizes positive youth development activities for groups of youth.  
  • Assists customers in employment activities such as completing online applications, creating resumes and soft skill development.
  • May conduct life skill groups and positive youth development activities for customers during drop-in and in the community outside of drop-in hours as assigned.
  • May conduct coordination of HiSET program for youth pursuing their GED/High School Equivalency  examinations in the Doors to Success Program
  • Additional duties as assigned.

 
  • Bachelor’s Degree in Social Work, or a related field.
  • Other education levels with commensurate experience will be considered.
  • Minimum one year of experience providing services to or working with adolescents.
  • A current, valid driver's license. 
Preferred Qualifications
  • Master's degree in Social Work, or a related field.
  • Licensed in Missouri, or enrolled in a process leading to MO Licensure (LCSW, LPC, Psychology, Guidance Counseling or a related profession).

SELECTION AND APPOINTMENT:  A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.  The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.
 
 Responses provided to the interview questions listed under the Supplemental Question heading of this posting will comprise 100% of the applicant's earned grade.  A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment.  Once questions are scored, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire.  Candidates have 3 days to complete the required questionnaire.  
 
 The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
 
 All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.  Screening will be performed by a reputable clinical laboratory.  The cost of screening will be covered by the County.
