Position Overview: The IT Security & Network Architect designs, implements, and manages the county’s IT security architecture and network infrastructure to protect systems, networks, and digital assets from emerging threats. This role develops security policies, oversees network architecture, ensures compliance, and collaborates with IT, legal, law enforcement, and external agencies to integrate best practices. Additionally, it involves analyzing organizational needs, developing network strategies, and managing scalable, secure systems to support business operations.Key Responsibilities:

PHYSICAL REQUIREMENTS: The position requires the ability to sit, stand, and walk for extended periods. It involves frequent use of hands and fingers for typing, writing, and operating office equipment. Occasional lifting of objects up to 25 pounds may be necessary. The role also requires the ability to communicate effectively both verbally and in writing and may involve attending evening and weekend meetings as required. Prolonged computer use may pose a risk for eye strain or repetitive motion injuries.
ENVIRONMENTAL CONDITIONS AND WORK HAZARDS: The work environment is primarily office-based, with occasional field visits to various sites. Employees may be exposed to typical office conditions, including computers, printers, and office equipment. During site visits or meetings, there may be occasional exposure to outdoor environments. The role may involve stress due to project deadlines, public interactions, and complex problem-solving. Prolonged computer use can also lead to eye strain and repetitive motion injuries.

IT Security Architecture & Network Design:
- Develop, implement, and maintain the county's IT security architecture, ensuring it is robust, scalable, and adaptable to evolving threats.
- Design and develop network solutions to meet the organization’s performance, reliability, and scalability needs. Create detailed network architecture diagrams and documentation.
- Ensure that network security measures are in place to protect against unauthorized access, data breaches, and other threats.
- Identify, assess, and mitigate security risks across all IT systems and platforms. Conduct regular risk assessments and develop strategies to address identified vulnerabilities.
- Create, enforce, and maintain security policies, standards, and procedures in compliance with federal, state, and local regulations.
- Implement security technologies such as firewalls, intrusion detection/prevention systems, encryption tools, and identity management solutions.
- Lead the response to security incidents, including investigation, containment, and remediation of breaches. Develop and maintain incident response plans.
- Stay informed of the latest cybersecurity threats, trends, and technologies. Implement threat intelligence programs to proactively protect county systems.
- Manage continuous monitoring of security systems and improve security measures to prevent future incidents.
- Oversee security-related projects from conception to implementation, ensuring they meet timelines, budgets, and security requirements.
- Prepare reports and presentations for stakeholders and management on security activities, incidents, and risks.

- Bachelor's degree in Information Security, Computer Science, Information Technology, or a related field (Master’s degree preferred).
- Minimum of 7 years of IT security experience, with at least 4 years in a security architecture role. Experience in government or public sector environments is highly desirable.
- A valid Florida driver’s license with a good driving record.
- Certifications such as CISSP, CISM, CEH, or equivalent are required. Advanced certifications (e.g., SABSA, TOGAF) are a plus.
- In-depth knowledge of security frameworks (e.g., CJIS, NIST, ISO 27001).
- Proficiency with security technologies including firewalls, IPS, VPNs, encryption, and identity management.
- Strong understanding of network security, encryption techniques, identity management, and network infrastructure.
- Expertise in Windows Active Directory, Microsoft 365, and endpoint security systems.
- Familiarity with wireless networks, VoIP systems, email security protocols, and mobile device management (MDM).
- Ability to analyze and solve complex security problems and communicate effectively with non-technical stakeholders.
- Knowledge of federal, state, and local laws related to information systems and cybersecurity.
- Ability to work independently and collaboratively across teams and departments.
- Must be available during emergencies and natural disasters on short notice.
- This position may require evening and weekend work, sometimes with little advanced notice.
