The Senior Project Manager ensures the successful delivery of quality projects that benefit the community while adhering to all legal, regulatory, and financial requirements.
KEY RESPONSIBILITIES:
Project Management:
- Act as a senior-level project manager for evaluations of development applications, construction compliance inspections, preparation of various land development agreements, and project closeouts.
- Manage contractors, consultants, and other external entities to ensure work products meet contract terms and conditions.
- Track and evaluate project progress, ensuring compliance with local, state, and federal regulations and requirements.
- Coordinate construction management and inspections, ensuring adherence to safety practices, project specifications, and quality standards.
- Conduct site inspections to monitor project status, track progress, and maintain safety protocols.
- Review and critique detailed cost estimates, scopes of work, item quantity calculations, proposals, maintenance-of-traffic (MOT) plans, and other project aspects.
- Identify and mitigate risks to ensure application reviews and development projects are completed on time, within agreement budgets, and without compromising quality.
Design & Compliance:
- Review engineering plans, maintenance-of-traffic (MOT) plans, construction specifications, and environmental deliverables for compliance with permitting and regulatory requirements.
- Assist in the preparation and coordination of scopes of work with county consultants, contractors, and other stakeholders.
- Facilitate and lead meetings, including planning, and pre-construction meetings, ensuring all stakeholders are aligned.
- Serve as a liaison between field operations, county departments, contractors, and other relevant agencies to ensure smooth project execution.
Stakeholder Communication & Reporting:
- Regularly update and present project status reports, financials, and recommendations to the Land Development Senior Project Engineer, County Engineer, Department Director, Administration, and the Board of County Commissioners.
- Prepare and deliver project-related status updates, presentations, ensuring clear and concise communication of progress, risks, and opportunities.
- Respond to inquiries from stakeholders, providing timely and accurate information.
Leadership & Coordination:
- Coordinate efforts among cross-functional teams, ensuring clear roles, responsibilities, and deadlines are understood.
- Provide leadership and guidance to junior staff and project teams, fostering collaboration and continuous improvement.
- Act as a point of contact for escalated issues or challenges, providing effective solutions to keep projects on track.
- Assist with the mentoring, training and supervision of other Project Managers as directed by the Land Development Senior Project Engineer.

- Project Management Expertise – Strong ability to manage and oversee complex land development projects, ensuring timely completion, budget and conditions of approval adherence, and high-quality deliverables.
- Regulatory Knowledge and Compliance – Deep understanding of local, state, and federal regulations, County Land Development Codes, civil engineering, and specifically roadway and drainage design; principles and practices of construction administration; local building codes/design standards, and state and federal permitting requirements.

- Technical Proficiency – Expertise in engineering and construction plan review, reviews scope item, quantity calculations, cost estimates, conducts pre- construction meetings and construction progress meetings and explains permit conditions and requirements reviews revisions to projects as needed in order to respond to unseen forces or unanticipated activities during construction that may affect a project. Reviews project close out documents and performs final acceptance inspections for projects constructed by others.
- Agenda Coordination – Assists with agenda items for consideration by the Board of County Commissioners or other advisory boards.
- Site Plan Application Review - Ability to review residential, commercial, and other development related project plans, reports and design related documents for compliance with Land Development Regulations, Design Standards, and all applicable local, state, and federal codes and guidelines. Performs overall supervision and review of detailed and complex engineering calculations, plans, specifications, and required submittals for private development projects, such as street, commercial site design and storm drainage design. Coordinates permit application process and requirements with other divisions, agencies and departments. Checks project construction plans for conformance with County, FDOT standards and industry standards. Identifies proposed right-of-way needs and coordinates acquisition of temporary and permanent easements.
- Technical Report Review -Reviews site plans, construction plans, storm water reports, geotechnical engineering reports, environmental impact reports, and cost estimates for compliance with County’s Land Development Regulations.
PHYSICAL REQUIREMENTS: Ability to lift and carry up to 20 pounds occasionally and 10 pounds frequently. Frequent walking and standing, with some tasks requiring bending and reaching. Ability to perform tasks involving light physical exertion, including handling tools and materials. May involve extended periods of standing or moving within the workspace.
ENVIRONMENTAL CONDITIONS AND WORK HAZARDS: Duties may require work in both climate-controlled indoor environments and outdoor locations, including construction sites, exposed to varying weather conditions. The role may involve exposure to noise, dust, chemicals, and mechanical equipment. Personal protective equipment (PPE) will be provided and must be worn as required. Employees may encounter extreme temperatures, especially when working outdoors or in unconditioned spaces. May involve work around active traffic and construction sites.

QUALIFICATIONS:
Candidates should possess a solid foundational background that demonstrates their ability to engage with the responsibilities of the role effectively.
- Associates degree in Public Administration, Contract Management, Engineering, Project Management, or a related field. Bachelor’s degree preferred.
- Six (6) years of progressively responsible project management or related experience.
- Experience in rights-of-way construction, maintenance-of-traffic requirements and implementation procedures, and construction management.
- Working knowledge of FDOT standards, including access management, maintenance of traffic, and driveway connection requirements.
- Experience in public sector construction is preferred, but not required.
- Supervisory experience preferred.
- Ability to communicate effectively, both orally and in technical writing.
- Ability to supervise and coordinate multiple concurrent projects.
- Ability to analyze and evaluate technical data, reports, and studies.
- General knowledge in project design, regulatory agency permitting, and construction management techniques.
- Intermediate to advanced proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
- Valid Florida Driver’s License with a good driving record.
