OBJECTIVE:
The Geospatial Mapping Specialist (GMS) position is technical in nature and requires a significant amount of attention to detail. This position supports geospatial data management, cadastral mapping activities, Land Records maintenance, and Geographic Information Systems (GIS) applications to ensure accurate and up-to-date spatial data for the St. Lucie County Property Appraiser’s office.
ESSENTIAL JOB FUNCTIONS:
- Maintain and update geospatial data, including digital maps.
- Interpret and process legal descriptions from deeds, plats, and surveys to accurately map property boundaries.
- Create and update digital cadastral and geospatial maps using GIS tools and databases.
- Convert hand-drawn maps and historical property records into digital GIS formats.
- Conduct research using legal documents, Clerk of the Circuit Court records, and internal databases to verify property information.
- Analyze spatial data and generate reports, maps, and exhibits to support assessment and property valuation.
- Assist in integrating new geospatial data from subdivisions, developments, and zoning changes into the GIS database.
- Provide support for GIS-related applications, ensuring smooth data processing and accurate mapping outputs.
- Collaborate with internal teams and external agencies to improve geospatial data collection, sharing, and accuracy.
- Perform additional tasks as assigned.
QUALIFICATIONS:
- Education: Bachelor’s degree in Geography, Geospatial Science, GIS, or a related field. A combination of relevant coursework, training, and experience may be considered in place of a degree.
- Experience in geospatial mapping, land records, or a Property Appraiser’s office preferred.
- Proficiency in GIS software such as ArcGIS (Desktop, Online, and Pro), QGIS, or similar platforms.
- Experience with land records, parcel mapping, and cadastral data management.
- Familiarity with Esri Parcel Fabric data model and geospatial analysis tools preferred.
- Ability to interpret legal land descriptions, including metes and bounds, lot and block, and township/range/section designations.
- Knowledge of GIS scripting and automation using Python (ArcPY), SQL, or related tools is a plus.
- Experience troubleshooting GIS-related issues in a Microsoft enterprise environment.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong analytical and problem-solving skills with a focus on geospatial data accuracy.
- Ability to work with large datasets and maintain data integrity in GIS applications.
- Excellent verbal and written communication skills for documentation and collaboration.
- Proficiency in Microsoft Office Suite (Excel, Word, Outlook) and familiarity with database management systems.
- Ability to sit for long periods and perform data entry and digital mapping tasks with precision.

LICENSE/CERTIFICATION: GIS Professional (GISP), Esri Technical Certification, Certified Cadastralist of Florida (CCF) or willingness to obtain within two years of service
