Salary range is $26.44/hour to $62.50/hour, with a midpoint of $40.87/hour.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:  

Reporting to the Title VI Manager and under general direction, the Title VI Specialist is responsible for supporting the implementation of the Agency’s Title VI program to ensure compliance with all applicable federal/state laws, applicable Federal Transit Administration guidelines and requirements and other applicable regulatory agency guidelines. Manages Title VI complaints and conducts investigations, supports the preparation of the Title VI program and progress reports, manages language access programs and may deliver training and technical assistance.  

ESSENTIAL FUNCTIONS: 

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. 

  • Collaborates to develop the agency’s language access programs; implements programs  
  • Researches local, state, national, and international language access policies and innovations with the goal of recommending improvements to agency practices. Provides support to departments in creating data mechanisms to collect information on the quality of language access services, constituent needs, and as needed, resource usage. 
  • May conduct training on Title VI topics.  
  • Supports the preparation and submittal of the Federal Transit Administration (FTA) reports including Title VI Program Update, Triennial Review, etc. 
  • Coordinates with departments and external partners on applicable federal requirements for reviews and audits, develops responses and develops audit and review mitigation and corrective action plans. 
  • Temporarily conducts Title VI based investigations, including conducting interviews, reviewing documentation and other materials to write and issue legal defensible findings. 
  • Builds relationships and fosters collaboration across the agency.  
  • Conducts research into current rules and regulations, creates new and modified policies, obtains legal guidance as required, analyzes relevant information to compile reports and advising management. 
  • Provides technical assistance on Title VI issues to staff, contractors and operating partners. 
  • Advises on various departmental processes related to language access. 
  • Participates and attends meetings with stakeholders, community-based organizations and regional partners as appropriate. 
  • Supports other departments in identifying areas of opportunity to advance equity that are related to, but not required by Title VI.  
  • May lead and/or support special projects.  
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency. 
  • Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS: 

Education and Experience: Bachelor's degree in Public Administration, Business Administration or a related field; Four years experience in a non-profit, public sector or service environment, preferably supporting or leading Title VI; Or an equivalent combination of education and experience. 

Required Knowledge and Skills: 

  • Knowledge of Title VI or other Civil Rights Programs. 
  • Applicable Title VI and Civil Rights laws, rules, regulations and policies. 
  • Exceptional program/project management skills and a proven ability to manage a complex portfolio of work. 
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. 
  • Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups, and the general public.  
  • Advanced knowledge of investigation processes including customer service methods, conflict management, and problem solving. 
  • Foundational understanding of equity and anti-racism principles and practices. 
  • State and federal regulations related to area of assignment. 
  • Utilizing necessary personal computer software programs to fulfill assigned work including; compiling and preparing spreadsheets and a variety of specialized reports. 
  • Preparing and analyzing complex data and numerical computations. 
  • Effective oral and written communication. 

Physical Demands / Work Environment:   

  • Work is performed in a standard hybrid office environment.
