Job Description:
Provide technical services and project leadership for the successful integration and fielding of a Common Operating Picture (COP) system and other C5ISR systems, working as part of a DoD vehicle platform project management (PM) team
Essential Job Functions:
- Provide technical and programmatic support to a project management office overseeing multi-disciplinary projects for tactical ground vehicles.
- Lead the development and fielding of a GCCS-J based Joint Common Operational Picture (JCOP) system and serve as the Integrated Product Team (IPT) Lead.
- Assist functional leads (logistics, fielding, test, training, cyber, etc.) in executing efforts supporting the JCOP initiative.
- Work with user communities to translate their needs into technical requirements.
- Maintain effective written and verbal communication with team members and partners.
- Assist program leads with coordinating across multiple functional areas, including engineering, business management, test, logistics, contracts, finance, and cybersecurity.
- Interact and coordinate with other PMOs, CCDC, and Government agencies.
- Author program documents, including Statements of Work (SOWs) and Memorandums of Agreement (MOAs).
- Oversee project execution in accordance with established contracts and agreements.
- Participate in design reviews, engineering change proposal evaluations, and other documentation assessments.
- Provide daily direct interface with the customer.
- Prepare and present briefings to program leadership.
- Contribute input to customer program management systems such as risk registers.
- Participate in regular team and program-related meetings.
Required Skills:
- U.S. Citizenship is required due to customer-related requirements.
- Ability to obtain and maintain a DoD Secret clearance.
- Bachelor’s degree in Computer or Electrical Engineering with at least 8 years of relevant experience.
- Experience with DoD ground vehicle C5ISR systems and system architectures.
- Knowledge of GCCS-J and other joint COP and common tactical picture systems, such as Link 16, GCCS-M, CPCE, C2PC, TAK, Agile Client, Blue Force Tracker (BFT), and Joint Battle Command Platform (JBCP).
- Strong ability to develop project execution vision, lead teams to consensus, and align with customer decisions.
- Self-starter with the ability to work autonomously within a team context.
- Strong attention to detail and high-quality work performance.
- Ability to navigate bureaucratic and approval chains effectively.
- Experience managing projects while tracking adherence to cost, schedule, and performance requirements.
- Strong technical requirements definition skills.
- Excellent written and verbal communication skills, including the ability to convey technical information to non-technical audiences.
- Ability to travel to various DoD and contractor locations (<10% travel expected).
Desired Skills:
- Experience with HMS radio and its waveforms (SINCGARS, VULOS, MUOS, TSM), DoD GPS systems (DAGR, MAPS GEN II), commercial satcom systems, HF radio, and PEO C3T systems.
- Experience as a Joint Interface Control Officer (JICO), 25U, 25B, S6, or similar.
- In-depth understanding of COP systems from an end-user and technical implementation perspective.
- Knowledge of joint interoperability certification requirements and testing.
- Familiarity with CJCSI 3151.01D, CJCSI 3151.02, CJCSI 3155.01B.
- Understanding of DoD SIPR network infrastructure using commercial satcom service providers (e.g., SNOC and GAIT).
- Familiarity with DoD Risk Management, acquisition, and systems engineering processes.
- Experience as a Lead Systems Engineer (LSE) or similar role.
- Knowledge of engineering analyses, technology assessments, and value engineering.
- Experience supporting a DoD program office.
- Familiarity with engineering reviews (SRR, SFR, PDR, CDR) and related entry/exit criteria.
- Experience with subsystem and system-level integration and testing on DoD vehicle platforms.
- Understanding of DoD training, fielding activities, and logistics support products.
