Summary
This position will lead the teams working on the development of scalable data and IT infrastructure to support the AHEAD model implementation and other related use cases to ensure the work is aligned with the overall AHEAD model guidelines and CMS requirements. The data and IT infrastructure are expected to support:
I. Continuous quality measurement for statewide accountability targets
II. Hospital global budget adjustments
III. New data ingestion pathways (non-claims based and Medicare FFS data)
IV. Build of data products required for Model evaluation and assessment
V. Calculating total cost of care growth and primary care spend targets, supporting quality adjustment for hospital global budget payments, and attribution methodology

Expected duties include:
- Project Management Oversight and Coordination:
- Develop roadmap for data and IT infrastructure components of the AHEAD model work plan from pre-implementation through implementation phases
- Lead development of project plans and timelines related to roadmap and ensure alignment with overall AHEAD model timelines and CMS guidelines
- Determine and document roles and responsibilities related to data and IT infrastructure components of AHEAD model
- Oversee coordination and execution of projects related to data product and pipeline development to ensure alignment with overall work plan and timelines.
- Lead multiple cross functional project teams on various data and infrastructure workstreams.
- Collaborate with finance staff on implementation of procurements related to infrastructure needs
- Lead Stakeholder Engagement and Communication Strategies:
- Collaborate with a variety of internal stakeholders including Executive staff, Division and Bureau Directors, project and budget staff responsible for other components of the AHEAD model work plan to ensure alignment across workstreams
- Participate in engagement with external entities, including CMS, hospitals, Managed Care Organizations (MCOs), Social Care Networks (SCNs) as needed related to data collection, sharing and management plans
- Serve as primary point of contact for stakeholders related to data and IT infrastructure components of the AHEAD model, representing Division leadership at internal and external meetings
- Develop and lead communication strategies to convey project goals, updates and outcomes to all stakeholders.
- Bacherlor's Degree in related field
- 12 years experience, 7 years subject matter experience, Supervisory experience
- Employees must follow established work schedules. The usual work schedule is 37.5 hours per week, Monday through Friday. Normal work hours are 8:30 a.m. to 4:30 p.m. unless otherwise specified by the supervisor, this includes a half hour unpaid lunch break. Total work hours must equal 37.5 hours per week.
