Job Description
This position leads the client s Government Property Management and oversight function with direct responsibility for managing the client s Property Administrators and Property Custodians across multiple locations. The selected candidate will be responsible for a broad range of government property activities, including administrative controls, lifecycle management from acquisition to disposition, and development of written procedures. This includes overseeing self-assessments, receipt and issue systems, physical inventories, subcontractor reviews, reports, relief of stewardship, declaration of excess, storage commingling, disposal, and property closeout.
Essential Job Functions:
- Oversee the Governance and Compliance of the Government Property Management System.
- Lead the Government Property Management function, handling problem resolution and acting as a liaison with operations management, contracts, procurement, and other departments.
- Ensure compliance of the client s Property Management System with FAR Part 52.245-1, DFARS (Contractor Property Management System Administration), and DFARS (Management and Reporting of Government Property).
- Prepare internal and external reports related to government property.
- Maintain auditable backup data and files, including self-assessment reports, physical inventory reports, subcontractor audits, government property disposition reports, and government property completion certificates.
- Develop and deliver training to internal stakeholders on company policy and procedures for administering government property.
- Develop and maintain a self-assessment program for periodic internal reviews and audits, requiring travel to multiple client locations.
- Interface directly with government agencies (including the Defense Contract Management Agency) and cognizant agency Property Administrators regarding government property audits, transfers, closeouts, inventories, and other inquiries for all relevant prime and subcontracts.
- Review vendor/subcontractor control of government property in coordination with Purchasing, Subcontracts, and Program Management departments.
- Provide government property guidance for all contract awards, identifying and implementing process improvements to enhance compliance and efficiency.
- Work closely with other company stakeholders, including Operations and Contracts, to ensure accurate and timely property record-keeping and reporting.
- Responsible for developing and implementing solutions to problems identified within the property management system.
- Demonstrate strong knowledge of government regulations related to government property and apply them in managing the company s property program. Maintain awareness of regulatory changes and their impact on government property in company contracts.
- Maintain regular communication with each program managing government property and investigate and report any loss of government property to the Contracting Office Property Administrator.
- Submit a final loss report in accordance with the contract following investigation.
- Where applicable, establish a case in the Procurement Integrated Enterprise Environment (PIEE) for the Plant Clearance Officer to provide disposition instructions on excess property.
Required Skills:
- Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
- Bachelor s degree and 6-8 years of experience as a Government Property Manager.
- Solid working knowledge of FAR Part 52.245-1 and 45, DFARS Part 245, and other contract clauses involving government property.
- Strong working knowledge of PIEE and the GFP Government Property Module.
- Property Certification from the National Property Management Association (NPMA).
- Experience in a Defense Contracting environment.
- Excellent verbal and written communication skills.
- Strong leadership abilities.
- Ability to work independently and as part of a team in a dynamic environment, managing multiple tasks and prioritizing work effectively.
Desired Skills:
- 3 years of leadership experience as a supervisor or manager.
- Security Clearance is preferred.
