Location: On-Site, Washington, DC
Reports to: USCG, DHS / Work under this contract is overseen by a dedicated Program Manager that reports to SCC's Senior Vice President.
Travel Requirements: Travel required for onsite familiarization and data collection at USCG facilities.

Candidates selected for this position will be critical in implementing project objectives upon award. *
Description of Work:
- Provide project management and facilitation support in alignment with U.S. Coast Guard Manpower Requirements processes.
- Perform activities outlined in the Coast Guard WRD Program Manual COMDTINST M5310.6 (series) and Coast Guard Workforce Requirements Determination Tactics, Techniques, and Procedures (CGTTP 1-16.15).
- Organize and facilitate meetings, working group sessions, and workshop-based engagements for collaborative requirements generation.
- Coordinate logistics, including scheduling, calendar management, teleconference/Microsoft Teams meetings, and preparation of materials such as read-ahead documents, agendas, and multimedia presentations.
- Draft meeting minutes, track action items, and provide technical writing and editing support, including formatting, proofreading, and document preparation.
- Ensure project activities are executed using established project and program management best practices.
- Develop user-friendly guides and supporting documents to enhance understanding and facilitate stakeholder engagement, particularly for Operational Elements unfamiliar with workforce analysis studies.
Educational and Experience Requirements:
Education: Bachelor’s degree from an accredited university in a related field.- Experience: Minimum of 5 years in project management focusing on workforce requirements analysis, analytics, or a closely related discipline. Must be familiar with CG Workforce Requirements Determination (WRD) processes, including data collection and interaction with Active-Duty workforce personnel.
- Technology Requirements: Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Microsoft Teams, and other common virtual collaboration platforms.
Job-Specific Required Skills, Knowledge, and Abilities:
- Knowledge of and experience with the Coast Guard Workforce Requirements Determination (WRD) process and familiarity with the applicable guidance and documentation.
- Strong organizational and coordination skills.
- Experience facilitating and supporting meetings and workshop-based sessions, including collaborative requirements generation.
- Experience facilitating meetings and collaborative workshops.
- Ability to coordinate and manage participant calendars, reserve meeting locations (physical and virtual), and execute all teleconference/Teams meeting requirements.
- Ability to engage with diverse stakeholders, including those unfamiliar with workforce analysis.
- Skilled in drafting agendas, assembling read-ahead materials and handouts, and preparing multimedia presentations, briefs, and reference documents.
- Proficient in writing accurate and timely meeting minutes and in tracking and managing action items.
- Strong technical writing and editorial abilities, including document formatting, proofreading, and editing.
- Ability to create supporting documentation and guides to facilitate stakeholder understanding of complex study and analysis processes.
- Demonstrated ability to apply established project and program management best practices, including scheduling, progress tracking, and milestone management.
- Comfortable working with stakeholders unfamiliar with workforce studies; can translate complex information into accessible formats.
- Capable of managing multiple responsibilities concurrently while maintaining high attention to detail and adherence to deadlines.
- Excellent verbal and written communication skills and interpersonal effectiveness in a collaborative virtual environment.
Preferences (preferred but not required):
- Prior experience supporting U.S. Coast Guard or other military manpower or workforce analysis projects.
- PMP certification or equivalent project management credential.
