Performs complex professional and difficult administrative work in assisting the Director of Parks, Recreation and Tourism in planning and directing parks and recreational activities for the County. Work involves assisting in overseeing various division activities, facilities, programs, physical assets, revenues, and other services rendered by the department on a daily basis. Work is performed under general supervision of the Director of Parks, Recreation and Tourism. Supervision is exercised over assigned personnel.
The hiring range for this position is from $99,715.20 to $137,113.60 based on experience.
The full salary range for this position is from $99,715.20 to $174,512.00 to provide opportunity for growth and development.
Examples of Duties:
- Oversees the administration, operations and service delivery of indoor and outdoor facilities inclusive of County-wide parks, recreation facilities, community school facilities, pools and programming within parks and recreation;
- Assists in the planning and implementation of budget, finance, human resources, marketing, communications, customer service, employee training, and technology for the department;
- Assists with the department Capital Improvements Program;
- Represents the department and serves on a variety of internal and external committees;
- Conducts and supervises a wide variety of special projects in the department including policy analysis, program and facility development, and customer service;
- Prepares reports, presentations, and provides recommendations to the Director;
- Develops and adjusts internal policies and procedures that provide efficient customer service;
- Ensures that all County policies and procedures are implemented consistently within all divisions of the department;
- Attends various meetings as required such as the Board of Supervisors, Parks and Recreation Commission, athletic associations and civic organizational meetings;
- Represents the Director in his or her absence;
- Resolves citizen complaints and public inquiries;
- Conducts interviews and makes employment recommendations to the Director;
- Evaluates and reviews staff performance;
- Assists in the development of organizational goals and strategies for the department;
- Performs related tasks as required.
Knowledge, Skills and Abilities:
- Comprehensive knowledge of the principles, practices, and philosophies used in parks and recreation;
- Thorough knowledge of Department Core Values and Stafford County Organizational Values;
- Thorough knowledge of leadership principles, and procedures;
- Thorough knowledge of the administration and operations of recreation programs, special events, facility operations, facility rentals, parks maintenance, marketing, and tourism;
- Knowledge of recent developments, contemporary trends and practices of parks, recreation, and event tourism;
- Knowledge of principles and processes for providing exemplary customer service;
- Knowledge of computers and/or computer applications;
- Ability to analyze budget, technical reports, regulations, codes, procedures, and ordinances;
- Ability to evaluate recreation programs, maintenance operations, and effectiveness; recommend improvements and modifications;
- Ability to establish and maintain effective working relationships with supportive personnel, other departments, and the general public;
- Ability to work within a team setting, to lead diverse teams of people, and to establish and maintain effective working relationships;

Education and Experience:
Any combination of education and experience equivalent to a bachelor’s degree in Parks and Recreation Administration or a related field, and a minimum of (6) years of progressively responsible managerial experience in large multi-faceted recreation department including at least (3) years of supervisory experience. Advanced degree and/or professional certification such as Certified Park and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE) is preferred.
