Job Description

This position serves as the Director of the County’s IT department and is responsible for directing the operation of the programs and staff of the department. Work is performed under the management of the Chief Information Services Officer. The Director will have four (4) primary roles within the County: 1. Proactively monitor and assess the County’s technology landscape to ensure all departments remain at the forefront of innovation, leveraging the IT Strategic Plan as a guiding framework for continuous advancement. 2. Enhance interdepartmental technology capabilities by optimizing network infrastructure, strengthening system integrations, and facilitating seamless collaboration with neighboring localities and service providers for strategic technological improvements. 3. Champion a culture of innovation by identifying and piloting emerging technologies with potential value for County operations and the broader community—while maintaining an unwavering commitment to cybersecurity and IT infrastructure resilience. 4. Elevate customer service by fostering a responsive, solutions-driven IT culture that prioritizes efficiency, clear communication, and proactive support to ensure County departments have the technology and resources needed to operate effectively. 


Examples of Duties

  • Provide forward-focused leadership to align County technology initiatives with long-term strategic goals, ensuring effective resource allocation to meet growing demands.
  • Foster a culture of collaboration, training, and innovation, leveraging emerging technologies to enhance County operations and services.
  • Plan, coordinate, and evaluate all programs and activities within the County’s Information Technology Department to ensure efficiency, modernization, and optimal service delivery.
  • Lead the development of a cohesive, high-performing IT team that supports technology integration across all County departments, including public safety and community services.
  • Ensure the security, integrity, and resilience of the county's IT infrastructure by proactively addressing threats and vulnerabilities.
  • Implement and enforce compliance with data privacy, cybersecurity, and information governance regulations. • Develop and maintain disaster recovery and business continuity plans to safeguard critical County operations against potential disruptions.
  • Oversee the procurement, deployment, and lifecycle management of all County technology, including software, hardware, and telecommunications systems.
  • Develop and manage the IT Department’s budget, ensuring responsible allocation of resources to meet operational and strategic needs.
  • Represent the County at public and private functions, presenting on technology trends, digital transformation, and IT strategies. • Staff and provide counsel to the County’s Telecommunications Commission (TCC), guiding initiatives related to broadband expansion and digital equity.
  • Establish and enforce IT governance policies, best practices, and service standards to maximize efficiency and reliability.
  • Evaluate, implement, and optimize enterprise-wide information systems to support County functions and decision-making.
  • Regularly assessing IT performance, adherence to regulations, and industry standards, making necessary improvements. • Promote professional growth and continuous learning within the department, ensuring the team remains ahead of technological advancements.  


Typical Qualifications

  • Broad knowledge of the information technology industry, information technology trends, the costs and benefits of different technologies, and the principles of effective information architecture.
  • Extensive knowledge of and skill in applying management principles and techniques to complete information technology projects on time and within budget.
  • Ability to communicate information technology concepts, management principles and strategic objectives effectively both orally and in writing across all professional levels.
  • Past experience in establishing effective and productive working relationships with employees and appointed and elected officials. • Knowledge in applying principles of organizational strategic planning and aligning information technology projects with organization objectives. • Ability to delegate and achieve results through others. 


Supplemental Information

Minimum requirements for the position include a Bachelor’s degree in information technology or related field, Master’s degree preferred, and ten (10) years of increasingly responsible experience in a Chief Information Officer or Director of Information Technology role, within a complex and diverse organization which values technology as a tool for efficiency and support.  


Compensation and Benefits

The salary range for the position is $122,200 to $185,000, negotiable dependent upon the individual’s qualifications and experience. Benefits include but are not limited to participation in the Virginia Retirement System; medical, dental, and vision; group life and disability insurances; vacation, administrative, holiday, and sick leave; employee assistance program; professional dues and conference expenses.
