Animal Shelter Manager
Hiring Range : $76,044.80 - $83,649.28

GENERAL DEFINITION OF WORK :
Under limited supervision, is responsible for providing leadership, direction and administration of Shelter operations. Manages personnel to ensure humane handling conditions, a safe and sanitary environment for the animals and people, and compliance with state and federal laws. Responsibilities may include revising and developing procedures to ensure compliance with regulations; reviewing and approving purchases and establishing operational goals. Work involves encouraging the expansion of existing programs and the establishment of all new programs. Reports to Division Captain.
Examples of Duties
- Oversees the daily operations of the animal shelter including, supervising, training and mentoring staff and the adoption, redemption and euthanasia of animals
- Ensures compliance with local, state and federal regulatory requirements related to the operation of an animal shelter in the Commonwealth of Virginia pursuant to State code and local ordinance
- Develops and maintains collaborative working relationships with local, state and regional agencies, special interest groups and other relevant animal care, animal management and rescue stakeholders
- Ensures staff can accurately identify animal health issues, identify and provide appropriate treatments and rehabilitative care
- Implements operations policies and procedures while coordinating and inspecting daily work activities
- Completes monthly, quarterly, yearly and biannual reports and records as required by regulating authorities
- Monitors revenue and expenses pertaining to the annual budget with an emphasis on responsible stewardship and maximizing benefits to shelter animals and the community
- Researches and pursues various non-budgeted funding opportunities to expand the effectiveness of adoptions, outreach, animal care and similar programs
- Approves Private Animal Shelters and Releasing Agencies to transfer animals to and oversees and recruits foster families and groups
- Coordinates with veterinarians regarding specific animal health issues
- Oversees the quarantine of animals that have bitten humans and are impounded at the shelter
- Manages, performs or assists in the euthanasia of animals including maintaining proper documentation and policy methodology
- Ensures that drugs and FDA controlled substances are properly used and that inventory control is maintained
- Oversees the social media site and County website promoting adoptions, lost & found and general information
- Assists in the hiring and evaluating of shelter staff
- Mentors, coaches, and engages in proactive team building for all personnel, volunteers, and community partners to keep the shelter progressive in meeting the needs of the animals and citizens served
- Ensures the safety, sanitation and general maintenance of the facility - inspects shelter for needed repairs and coordinates work as necessary
- Maintains and updates disaster response plans for animal shelter
- Works cooperatively with the Virginia Dept. of Agriculture on annual inspections
- Oversees and coordinates the spay / neuter program and County rabies clinic
- Dispatches citizen complaint calls to animal control officers
- Prepares deposits for Treasurers office and conducts routine audits
- As needed, provides care, feeding and cleaning of animals and cleans and maintains shelter kennels, cages, equipment
- Performs other related tasks as required
Knowledge, Skills and Abilities
Education and Experience
OR : Any equivalent combination of experience and training which provides the necessary knowledge, skills and abilities.
SPECIAL REQUIREMENTS :
The selected candidate will be required to successfully complete the hiring process which may include an interview, fingerprint and criminal history check, polygraph, background investigation and pre-employment medical exam to include drug and alcohol testing
Certification to humanely euthanize animals required
Possession of a valid driver's license and proof of acceptable driving record compliant with County
policy such as to allow operation of County vehicles
Must be able to work a flexible schedule including shift work, weekends, holidays or on call
Shelter Manager is considered essential personnel and must have the ability to report to work in emergency conditions.
PHYSICAL REQUIREMENTS / WORK ENVIRONMENT :
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; and some work requiring the lifting or dragging, for short distances, of 100 pounds of force occasionally; up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires stooping, kneeling, crawling, reaching, standing, walking, pulling, lifting and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions; i.e., extreme cold, extreme heat, noise, hazards and atmospheric conditions.
