This position performs intermediate technical and paraprofessional work involving one or more core Human Resources functions and a variety of specialized assignments in public human resources administration.
We have developed a career ladder for the Human Resources Specialist role that consists of three levels. This ladder is designed to provide growth opportunities and recognize the diverse skill sets and experiences within the field. As such, the specific level and hiring rate will be dependent on the qualifications and experience of our selected candidate.
The hiring range for this position is:
Human Resources Specialist I: $50,606 annually to $69,596 annually based on experience.
Human Resources Specialist II: $54,163 annually to $74,484 annually based on experience.
Human Resources Specialist III: $57,969 annually to $79,726 annually based on experience.
Examples of Duties
- Assists with the implementation and administration of employee benefit plans;
- Sets employees up in enrollment portal and monitors enrollment status;
- Provides general counseling to employees on available benefits options;
- Provides general counseling to employees on available retirement benefits and supports application processing through the Virginia Retirement System (VRS);
- Provides support for preparing for and conducting employee orientation;
- Collaborates with Human Resources Analyst in the analysis and review of job classification and reclassification requests;
- Quality controls the job classification process for both existing positions and newly created positions, performing audits as appropriate;
- Supports the research and analysis of competitive compensation practices in the job market;
- Contributes to established compensation surveys and/or develops and implements custom surveys as appropriate;
- Assists with writing and updating job descriptions in coordination with Department representatives and senior Human Resources staff, and ensures job descriptions are kept up to date;
- Assists with various Human Resources Department systems updates and maintenance;
- Researches and reviews existing policies, practices and procedures to support the preparation of policy recommendations;
- interprets human resources policies and procedures to assist and advise departmental supervisors and representatives;
- Composes and verifies data to include reports, analytics and surveys;
- Counsels employees and advises supervisors on human resources matters as appropriate;
- Performs related tasks as required.
Knowledge, Skills and Abilities
- General knowledge of principles and practices of human resources administration;
- General knowledge of accepted methods and practices of employee benefit plans, classification and pay systems, employee relations, recruitment, training, and applied research;
- Ability to gather and analyze statistical data and generate reports;
- General knowledge of government organizations and administration'
- Skilled in the use of personal computer and various technology platforms in support of an organization;
- Ability to present ideas effectively, both orally and in writing;
- Ability to establish and maintain effective working relationships with County officials, supervisors, employees, and the general public;
- Ability to conduct basic analytical evaluations and studies, and to prepare related reports and recommendations.
Education and Experience
Minimum qualifications of graduation from High School with two (2) years’ experience in an office/professional environment. Additional education, HR certification, and/or experience will be considered as a part of the interview process.
Experience in another public sector organization is also an advantage but is not required.
Salary : $50,606 - $79,726
