The Business Finance Specialist performs complex and professional administrative work in support of budget management and finance operations for an assigned department. This position assists in a variety of duties in support of finance functions and the preparation, analysis, and monitoring of budgets. Work is performed under general supervision.
The hiring range for this position is from $27.87/hour to $38.33/hour based on experience.The full salary range for this position is from $27.87/hour to $48.78/hour to provide opportunity for growth and development.
- Interprets and follows finance and central budget departments guidelines, policies, and procedures for the management of budgets;
- Assists with the review and analysis of proposed department operating budget;
- Assists with the preparation and monitoring of the department capital improvement budget;
- Assists with providing direction and guidance for the department cost centers on established budgetary policies, guidelines, and procedures, to include the functionality of the budget software system; assists in maintaining systems and/or related database updates;
- Provides training to the department for basic budget entry, budget adjustments, and capital planning as needed;
- Helps facilitate department accounting functions;
- Maintains and processes department accounts and budget transfers and adjustments; reconciles accounts;
- Posts budgetary information, tracks payroll, and produces budgetary reports;
- Prepares and maintains budget spreadsheets, records, and files;
- Performs various administrative tasks in support of financial functions, to include managing financial data, maintaining financial accounts and records, posting accounts; processing voided checks and reissuances during accounts payable process, reconciling and maintaining petty cash, managing deposit funds process, and maintaining files for various fiscal transactions following established procedures;
- Assists with year-end audit reports; assists with the preparation and analysis of various reports required for the annual financial audit;
- Assists in the preliminary and final formulation, presentation, and administration of the proposed department annual operating budget and capital improvement budget;
- Assists with the preparation of supporting budget documentation including revenue projections, statistical data, and other fiscal information;
- Assists in the preparation, review, and presentation of the financial plan;
- Assists with the maintenance of pro-rata deposits and expenditures;
- Assists in the analysis of current operating expenditures and the estimates of future expenditures;
- Conducts research and expenditure patterns, discusses results with supervisor, and suggests financial corrective measures as required;
- Prepares informational materials on budget proposals;
- Assists with the preparation, research, and development of Board of Supervisors Agenda items and various work sessions;
- May prepare requisitions for purchases orders;
- Performs related tasks as required.

Any combination of education and experience equivalent to a Bachelor’s degree from an accredited college or university with major coursework in finance, business administration, accounting, public administration, or a similar field, and 1 to 3 years of professional experience involving the maintenance of complex financial records and supporting the budget process or working with related budget activities.
