The Business Compliance Specialist performs a variety of routine-to- complex, clerical, technical, work and specialized field inspections associated with auditing data centers, personal property, business personal property, meals and lodging taxes etc.to enforce compliance with local, state, and federal tax codes, county ordinances and regulations. Performs duties under minimal supervision. Reports to the Chief Deputy Commissioner and serves at the will of the Commissioner of Revenue.
The hiring range for this position is $54,163.20- $74,484.80 annually based on experience.
The full salary for this position is $54,163.20- $94,785.60 annually to provide opportunity for growth and development.
- Participates in the classification and Registering of businesses
- Determines proper registration of meals tax, transient occupancy tax, short term rental tax
- Assesses data center business personal property
- Conducts routine and specialized field reviews, discoveries and visual audits of businesses to gather and record data, e.g., type, size, location/tax situs, gross receipts, equipment and inventories; prepares detailed records for use in determining appropriate tax bases for assessment purposes
- Interprets and clarifies discrepancies with business filings and monthly remittances
- Prepares reports summarizing findings, presents and discusses finding with business owner
- Compiles, interprets, and translates to report form data received from the Department of Taxation
- Refers to the Code of Virginia, Stafford County Code, rulings of the Tax Commissioner, Attorney General Opinions, individual and state income tax information etc. to determine local applicability
- Prepares statutory assessments on complex business accounts using detailed analysis; interprets returns using established pricing valuation methods; correlates reported values with fair market values calculating appraised values and tax assessments
- Participate in professional training to remain informed of federal, state, and local laws.
- Assists the Chief Deputy Commissioner with the development of audit goals and selection of audit candidates
- Issues notices, summons, registrations and certificates as required
- Assists business owners with questions regarding business licenses and taxation
- Appears in court as a witness in violation cases where noncompliance occurs
- Interprets changes in federal, state, and local laws pertaining to business property assessments and appraisals and make recommendations for legislative action
- Assists in preparing personal property tax reporting forms, notices, and related documents
- Ability to meet and deal effectively with business owners and/or representatives to enforce tax laws with, firmness, fairness, tact, impartiality and good judgement
- Contacts other agencies to obtain necessary data
- Work closely with the Treasurer’s office as compliance and or collection issues dictate
- Utilizes various computer programs
- Ability to communicate effectively both verbally and in writing with the public, state and federal agencies, contractors, developers, consultants and co-workers
- Ability to perform basic financial auditing skills
- Excellent customer service skills
- Preforms other related duties as assigned
Bachelor’s degree in Business Administration, Accounting, or related field; supplemented by three (3) years of experience in auditing, data center assessments, business personal property taxes, real estate taxes or related filed; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Ability to take initiative completing duties of the position, without the need of direct supervision; plan, organize, and prioritize daily assignments and work activities.
