The Position

The Stanislaus Council of Governments (StanCOG) is seeking a transit planner to perform professional transit planning duties; plan, formulate, conduct and manage a variety of projects to completion within established timelines and budget parameters such as the annual Unmet Transit Needs (UTN) Analysis; compile, analyze and prepare financial and staff reports for policy and project planning by StanCOG management and staff, partner agencies and various committees; plan, coordinate, facilitate and represent StanCOG at a variety of meetings, including meetings with transit operators and public outreach meetings/events. Excellent verbal and written communication abilities, strong organizational and strategic skills, and the ability to work in a fastpaced, dynamic team environment is required.

The ideal candidate should also:

• Have a thorough understanding of transit funding programs such as the Transportation Development Act (TDA), and other laws, rules and requirements affecting transit in the region;


• Be a highly organized multi-tasker who can follow through in a timely manner on detailed assignments; • Have the ability to work with independence while under the general direction of a director, with resourcefulness, tact, discretion and confidentiality;


• Be an enthusiastic, positive team player with effective interpersonal skills necessary to interact with elected officials, management, staff, and the public; and supervise a small staff of direct reports;


• Be an effective communicator with good speaking and writing skills.


Education & Experience

Education:

Bachelor’s degree with major course work in regional, urban or transportation planning, community development, public policy, or a closely related field; and

• Experience: Two years of full-time experience as an Assistant Planner; or two years of professional regional, urban, transportation or transit planning experience.


Duties

• Represents StanCOG transit-related programs, services, projects, policies and programs to public officials, community groups, and representatives from public agencies, private sector industry and businesses and the general public; and serves as liaison with partner agencies and other organizations on and off site;


• Plans, coordinates and facilitates a variety of committee meetings such as those of the Social Services Transportation Advisory Council (SSTAC) and public participation meetings to present information, to promote program services, encourage discussion and/or to gain consensus such as those for the annual Unmet Transit Needs Analysis;


• Analyzes new and pending legislation and other transit-related legislation such as the Transportation Development Act (TDA) and various reports to determine and report on the potential impact on transit activities, projects in progress or future projects; • May administer contracts and supervise the work of contract consultants;


• Conducts grant research, writes grant proposals, and programs and administers awarded grant funds; assists partner agencies with the preparation, review and administration of grant and funding applications for transit-related projects;


• Facilitates dialogue amongst stakeholders and coordinates funding strategies;


Performs special projects as assigned and related duties as required.

StanCOG is the federally-designated Metropolitan Planning Organization (MPO), statedesignated Regional Transportation Planning Agency (RTPA), and Local Transportation Authority (LTA) for the Stanislaus region of Northern California. StanCOG provides the forum that brings mayors, city council members and county supervisors together to work on regional transportation issues in a setting that promotes the involvement of the public in the planning and project delivery process. With the passage of the Measure L transportation sales tax measure on the ballot in November 2016, StanCOG became a ‘self-help county’ and administers an approximately $960 million program of projects for transportation needs within Stanislaus County for the 25-year period from 2017-2042.
