What are the responsibilities and job description for the Water Distribution/SCADA Technician position at Standing Rock Sioux Tribe?
SCOPE OF POSITION:
The Water Distribution/SCADA Technician will be responsible for maintenance and monitoring of the water distribution operations of the Standing Rock Sioux Tribe’s complex water system that is comprised of miles of pipeline, rural water systems, numerous tanks, pump stations, booster vaults and control vaults equipped with Supervisory Control and Data Acquisition (SCADA) components and will perform a variety of skilled work associated with the general construction, maintenance and emergency repairs.
SUPERVISION:
The Water Distribution/SCADA Technician will be under the supervision of the Senior Water Distribution System Technician, who will provide direction and conduct performance evaluations.
DUTIES AND RESPONSIBILITIES:
- Responsible for supervisory control and data acquisition system (SCADA) operation that is utilized for the maintenance and monitoring of the reservation wide water pumping and storage components.
- Responsible for maintaining contact with SCADA experts and Bureau of Reclamation (BOR) technical advisors for special maintenance and infrastructure issues.
- Responsible to follow and understand current water distribution engineering plans and specifications of the system.
- Responsible to plan, direct, monitor and report on projects of the water distribution system in accordance with operating standards.
- Responsible to operate, maintain and troubleshoot computerized systems for monitoring water pump stations, storage facilities and pressure regulators.
- Responsible for re-evaluating, re-setting and re-programming antennas and set points.
- Responsible to modifying run time and rate of flow, tank levels, programming booster vaults, control vaults and pump houses as necessary.
- Responsible to track, report, interpret information necessary for the replacement or adjustment of specialized equipment and instruments such as; panels, modules, transducers, recorders, gauges, meters, charts and dials and communication devices.
- Responsible to monitor system flow and pressure requirements; inspects and reports system conditions and report concerns or situations.
- Responsible to maintain program documentation, computerized records and manual logs related to service and repair assignments, adjust maintenance schedules, follow-up on required maintenance.
- Responsible for complying with standby/callout rotation necessary to provide 24-hour staffing for water distribution components and facilities.
- Responsible to respond to water distribution emergencies by conducting initial assessment of situation, determine proper action, makes process control decisions, performs necessary repair work to resolve problems or requests backup of appropriate equipment/workers needed to resolve problem.
- Responsible to work collaboratively on a crew to ensure the successful completion of projects and functions related to construction, maintenance and emergency repairs as assigned.
- Responsible to participate in excavating, locating and properly marking underground water system assets according to rules and regulations.
- Responsible to coordinate with inspectors, engineers and contractors on water projects within the public right of way.
- Responsible to perform scheduled and routine periodic maintenance of service lines, fire hydrants, water line flushing and pressure sampling, monitor pump stations, installation of pressure regulating valves and repair water leaks, water breaks and water mains.
- Responsible for safe operation of vehicles and specialized equipment that includes; skid steer, backhoe, tractor, mower, excavator, compressor and pumps.
- Responsible to safely operate power and hand tools such as; tamper, jackhammer, drills, nail gun, welders, cutter and various hydraulic tools as required.
- Responsible to participate in cross-training and professional development initiatives related to water distribution services and increasing certification levels.
QUALIFICATIONS:
- Must possess a high school Diploma or GED Certificate with a State Department of Health Services Operator Distribution/Treatment Certification Grade I or II is required. Will consider in lieu of Water Distribution/Treatment Certifications; a High School Diploma or GED Certificate with one (1) year documented experience performing actual work in a water distribution related operation or vocational/college education in area of mechanical technology, construction technology, energy technology, water and natural resources, math or science field.
- Must possess mechanical skills to safely perform semi-skilled and skilled construction, maintenance repair work and equipment operation such as; backhoe, tractor, excavator, compressor and hydraulic tools
- Must possess working knowledge of computer applications, programs, word processing and spreadsheets.
- Must possess the ability to maintain manual and computerized logs and records with ability to interpret data, information and provide reports.
- Must possess excellent verbal and written communication skills with ability to understand and follow verbal and written instructions in an independent manner.
- Must meet the physical requirements necessary to safely and effectively perform required duties that include; heavy manual labor in adverse conditions over long periods of time.
POSITION REQUIREMENTS:
- Will be required to obtain Water Operator Certification level I, II or III from the State Department of Health Services with SCADA operation training to increase level of expertise and professional development.
- Will be required to safely operate vehicle and specialized equipment utilized in the maintenance and operation of water distribution systems.
- Will be required to demonstrate the ability to recognize unusual, inefficient or dangerous operating conditions.
- Will be required to demonstrate ability to interpret water distribution system diagrams, mapping with understanding of engineering standards and specifications.
- Will be required to establish and maintain effective work relationships within a team oriented operation and ability to manage or lead an assigned project.
- Will be required to participate in trainings and workshops related to the proper methods of water distribution system construction, maintenance and emergency repair.
- Will be required to obtain an annual physical exam to meet the physical requirements to safely lift, pull, push, carry, crouch, stoop, stand for long periods, walk long distances, climb and balance in the performance of required duties.
- Will be required wear safety gear as required to work in potentially hazardous working conditions such as: exposure to extreme weather conditions, environmental elements, heavy traffic areas, trenches, confined spaces and areas of height.
- Will be required to obtain First Aid, CPR and HAZMAT training/certification.
- Will be required to work rotating shifts, on-call status and after hour emergency situations.
