About the Opportunity

THE IDEAL CANDIDATE
The Department of Environmental Resources is currently seeking to fill two part-time positions

THE POSITION

Under supervision, performs work related to waste collection activities. The essential functions include: litter control, potentially large waste items handling, general landfill maintenance, e-waste, and proper hazardous materials handling, ensuring compliance with all current safety regulations, and work with department safety representatives on prevention and safety awareness. This entry-level position is critical to the daily operation of the ongoing maintenance of the various Environmental Resources facility locations.

The Department of Environmental Resources has a combined total of eight service areas: Administration, Environmental Health, Code Enforcement, Solid Waste, Hazardous Materials, Landfill, Groundwater Management, and Milk and Dairy. Vacancies within t he Landfill and Hazardous Materials divisions are currently being recruited. Individuals may be assigned to any of the divisions/locations.

The Landfill Division incumbent will be performing daily landfill maintenance, clean-up of related grounds, operation of heavy maintenance equipment related to the proper management of municipal waste and environmental protection, in addition to directing traffic.

The Hazardous Materials Division incumbents will be assigned to the Household Hazardous Waste Facility (HHW). These positions will assist in receiving hazardous waste, e-waste, and perform related HHW duties as assigned. Work assignments are typically scheduled over the weekend for up to eight hours per week.

Part-time extra-help is a provisional classification where permanent status may not be obtained. This position is subject to overtime, standby, shift, weekend, holiday, and callback assignments and will perform related duties as assigned. This position is non-benefited except for participation in a 401a program with Nationwide.

Typical Tasks

  • Perform litter pick-up and garbage collection duties;
  • Clean restrooms and public facilities;
  • Perform maintenance tasks of a routine nature, such as painting, watering trees and shrubs, mowing lawns, cutting weeds, raking leaves and sweeping walks;
  • Perform manual labor;
  • Operate power equipment such as lawnmowers, hedgers, tractors, forklifts and trucks;
  • Drive vehicles to carry workers or transport materials/equipment to and from various job sites;
  • May supervise assigned temporary workers;
  • Collect and account for fees;
  • Collect materials for recycling including from various adjacent County facilities;
  • Assist visitors, answer questions concerning County facility, rules and regulations;
  • Prepare written reports and documents;
  • Perform routine maintenance tasks;
  • Handle various household hazardous wastes and e-waste;
  • May operate a cash register; and
  • Performs other duties as assigned.


Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

SKILLS/ABILITIES
  • Deal tactfully and effectively with the public;
  • Follow instructions, both oral and written;
  • Perform manual labor, including lifting, bending, stooping, kneeling, walking, reaching and manual dexterity;
  • Ability to work cohesively with others to achieve a goal;
  • Work outdoors in the heat and cold, around chemicals, dust and fumes;
  • Work weekends, holidays and irregular hours;
  • Supervise non-departmental labor;
  • Lift and dump full garbage cans and/or other heavy objects;
  • Physically stand six to eight hours daily in a confined space;
  • Handle money, prepare reports and maintain records; and
  • Operate two-way radio and cellular phone.

KNOWLEDGE
  • Maintenance techniques, grounds-keeping, and waste management practices.

EDUCATION/EXPERIENCE
  • Possess and maintain a valid California Driver's License.

DESIRABLE QUALIFICATIONS

In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the "Duties" section of the online application.
  • Three (3) months experience with heavy equipment operation; OR,
  • Three (3) months experience in landfill and/or hazardous materials waste related job assignments; OR,
  • Possession of a valid California Commercial Driver's License with HazMat or Tanker Endorsements; OR,
  • Possession of a valid Qualified Applicators Certification from the California Dept. of Pesticide Regulation.

EXAMINATION PROCESS:

Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

  • Application Review and Screening. Applications are carefully screened based on information provided. Those who submit incomplete applications that lack relevant qualifications or do not submit all required documents will not be invited to move on.
  • Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position.
  • Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
  • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
