Under direction, performs varied and complex technical accounting or auditing work relating to the maintenance of accounting transaction records, or to the review of internal accounting systems; prepares analytical, narrative, statistical and accounting reports.  Provides guidance and assistance to Fiscal Services Technicians and Clerks.

DISTINGUISHING CHARACTERISTICS:This class is the normal entry-level class for professional accounting or auditing work, but is the journey level where functions are routine and training required is minimal. This class works independently and may have a wide range of accounting responsibility, focusing on general ledger, analysis and reporting requirements. This class is distinguished from the Senior Accountant in that the latter serves as a supervisor, and performs complex and more difficult accounting work.

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

Processes work in one or more components of the Fiscal Division; components include but are not limited to budget preparation, expenditure budget monitoring and accounts payable, revenue budget monitoring and accounts receivable, payroll, case management system, revenue distribution, and grant accounting. May manage projects relating to Fiscal Division. 

Prepares a variety of financial reports and analytical accounting, statistical and narrative reports for the Fiscal Services Division. 

Classifies receipts according to funds; maintains and reconciles records for trust funds, claims, receivables, revenues and expenditures. 

Assists in the creation of journal entries, analysis for periodic accruals, monthly financial close cycle, and monthly and quarterly reports, and support schedules. 

Maintains fiscal records with varied accounting functions, including payroll; examines, verifies and screens fiscal documents such as vouchers, warrants, requisitions, purchase orders, payroll transactions, receiving records and invoices; and records transactions in subsidiary and general ledgers. 

Prepares financial statements, including the budget, trial balance, balance sheet, revenue and expense summary, general ledger details and analysis, and ad hoc reports as requested. 

Maintains and oversees the general and subsidiary ledgers to ensure they are current, accurate and adhere to prescribed work methods and directions; reconciles ledger activities and accounts; and makes recommendations for adjusting entries. 

Ensures compliance with all applicable rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations. 

Conducts audits in response to identified problems, specific issues or irregularities; coordinates the collection of information for outside auditors.  

ADDITIONAL FUNCTIONS 

Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail. 

Provides assistance to other employees or departments as needed. 

Performs other related duties as required.

Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work, typically:
 
Education
 
Graduation from an accredited four-year college or university with major course work in accounting or business administration or related degree supplemented with a minimum of 24 units in accounting.
 
 
Experience
 
The equivalent to one year of full-time professional accounting, auditing or administrative experience which included significant accounting and fiscal work.
 
Substitution
 
Additional qualifying experience may substitute for education on a year-for-year basis. 
 
Knowledge of:
 
  • Basic professional accounting principles and practices;
  • Principles of account classification;
  • Auditing theory, principles, practices, and their application;
  • Court fiscal procedures;
  • Laws and regulations effecting Court fiscal operations;
  • Word processing and spreadsheet software.
 
Ability to:
 
  • Establish and maintain effective working relationships with Court staff, County staff, members of the public, government agencies, and vendors;
  • Communicate effectively, orally and in writing;
  • Read and write at a sufficient level to perform work;
  • Interpret and apply legal and administrative concepts to accounting functions;
  • Analyze accounting problems and provide solutions;
  • Prepare comprehensive, clear and concise accounting and statistical reports and/or presentations;
  • Operate standard office equipment;
  • Read and interpret financial reports;
  • Work independently;
  • Learn a variety of specific accounting information systems;
  • Establish and maintain a variety of fiscal records;
  • Plan, organize and complete work assignments on a timely basis.

Special Requirements

A valid class C California driver's license may be required.  The requirement will be reviewed on a position basis in accordance with ADA regulations.

Mathematical Aptitude:  Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning:  Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

Physical Ability:  Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals.  Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
