Under direction, performs a variety of complex and professional accounting or auditing work; prepares and analyzes a variety of complex accounting, statistical and narrative reports; oversees projects related to financial data; plans, monitors, trains and evaluates the work of assigned staff.
DISTINGUISHING CHARACTERISTICS
This is the journey level for complex accounting or auditing work. Incumbents work independently, require minimal supervision, and direct the work of Accountants, technical personnel, or clerical personnel.

Processes, plans, organizes and directs work in one or more components of the Fiscal Division; components include but are not limited to budget preparation, expenditure budget monitoring and accounts payable, revenue budget monitoring and accounts receivable, payroll, case management system, revenue distribution, and grant accounting. Manages projects relating to Fiscal Division.
Plans, organizes and oversees the activities of assigned subordinates; supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
Ensures compliance with all applicable rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations.
Prepares and/or oversees the preparation of financial reports and analytical accounting, statistical and narrative reports for use by department and other agencies; examines, analyzes and verifies fiscal documents to ensure adherence to established controls; analyzes and initiates changes in accounting practices and procedures in order to meet internal and external financial reporting requirements.
Has a lead or administrative role in the financial close cycles; ensures the accuracy of general ledger maintenance, preparation of monthly journal entries, expense and revenue analysis for accrual activities, and financial reporting on a monthly, quarterly and annual basis.
Conducts audits in response to identified problems, specific issues or irregularities; coordinates the collection of information for outside auditors.
Reviews accounting systems, procedures and records; recommends and assists in the implementation of new or revised accounting systems; analyzes operational procedures to automate manual accounting systems; designs and maintains accounting forms.
ADDITIONAL FUNCTIONS
Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work, typically:
Education:
Graduation from an accredited four-year college or university with major course work in accounting or business administration or related degree supplemented with a minimum of 24 units in accounting.
Experience:
Two years of professional accounting experience.
Substitution:
Additional qualifying experience may substitute for education on a year-for-year basis.
Knowledge of:
- Modern office management procedures, practices, and equipment, particularly as they apply to accounting operations;
- Trial Court Financial Policies and Procedures;
- Word processing and spreadsheet software;
- Accounting theory, principles, and practices, and their application to a wide variety of accounting transactions and problems with particular reference to governmental accounting;
- Laws, ordinances and regulations governing the financial operations of the Court and its departments.
Ability to:
- Establish and maintain effective working relationships with Court staff, County staff, members of the public, government agencies, and vendors;
- Communicate effectively, orally and in writing;
- Read and write at a sufficient level to perform work;
- Interpret and apply legal and administrative concepts to accounting functions;

Special Requirements:
A valid class C California driver's license may be required. The requirement reviewed on a position basis in accordance with ADA regulations.
Salary : $84,635 - $101,525
