ABOUT THE DEPARTMENT

The Stanislaus County Probation Department serves as an integral component of the community and the criminal justice system by providing adult and youth offender community supervision, accountability, rehabilitation, education, life skills programming, and direct services that also support families and victims. In addition, the Department operates safe and secure youth custodial facilities, and offers a variety of positive behavioral conditioning, counseling therapy, job skills, and alternatives to custody programs.  
The Department consists of four divisions: Adult Field Services, Juvenile Field Services, Institution Services, and Support Services with over 286 allocated administrative, support, and sworn peace officer positions and an operational budget of $53.1 million.

ABOUT THE POSITION

Under the supervision of the Assistant Chief Probation Officer, the Data Research Manager II collects, collates, analyzes, and disseminates data relevant to actual and anticipated criminal activity; serves as a resource; creates and maintains relationships within the Probation Department as well as other governmental agencies and communities; and performs related work as required.

The Data Research Manager II is a lead classification characterized by the responsibility for independently analyzing crime data, crime reports and other information, as well as disclosing patterns and trends of criminal activity using various illustrative and statistical methods. 

The Manager II classification differs from the Manager I in that the incumbent works under general direction and is assigned responsibilities of a more critical nature which require a higher degree of independent judgment. Except for the complexity and level of independence, tasks assigned to incumbents in this classification are essentially the same as those assigned incumbents in the lower classification of Manager I.

Stanislaus County has initiated a Workforce Planning Program and developed a competency based approach to leadership development. The County has defined Leadership and Business core competencies for upper level managers, middle managers and first line supervisors. CLASSIFICATION INFORMATION
Unless otherwise provided, this position is part of the Unclassified Service of the County and is considered "at-will" and designated Management for labor relations purposes. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.The Job Task Analysis provides information detailing the physical and functional demands of the classification.   • Develop and implement strategies against recognized criminal trends;
  • Develop and implement crime analysis principles, methods, and functions; 
  • Provide periodic administrative and management reports;
  • Provide training on crime analysis and mapping fundamentals; 
  • Coordinate the development and maintenance of computer programs to assist in crime analysis efforts; 
  • Represent the Probation Department on research, grant, and County-wide initiatives; 
  • Conduct needs assessments to develop training in existing and updated policies and procedures; 
  • Effectively supervise subordinate employees, provide clear work instructions, and review and evaluate employee's job performance; 
  • Provide responsive, high quality service to County employees, representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information in a courteous, efficient and timely manner; and
  • Perform other duties and special projects as assigned.

  • Compile, organize, analyze, and interpret crime and criminal offender data;

EDUCATION/EXPERIENCE

  • A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in Criminal Justice, Public Administration, Business Administration, Mathematics, or a closely related field; AND
  • A certificate in Crime Analysis or a closely related field;
  • Two (2) years of experience as a Crime Analyst with Stanislaus County OR
  • Two (2) years of experience in complex lead analysis, operational and strategic planning in a Crime Analysis Unit or Law Enforcement Unit.

LICENSE
  • Applicants must possess and maintain a valid California Driver's License and remain free from repeated preventable accidents.

EXAMINATION PROCESS 
Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.
 Application Review and Screening. Applications are carefully screened based on information provided. Those who submit incomplete applications that lack relevant qualifications or do not submit all required documents will not be invited to move on.
• Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position.
• Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
• Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
