THE IDEAL CANDIDATE 

The desirable candidate should be familiar with the Manual on Uniform Traffic Control Devices, Highway Capacity Manual, CalTrans Highway Design Manual, Caltrans Standards and Specifications, the principles of roadway design, and have experience utilizing AutoCAD Civil 3D. Incumbents at this level are responsible for moderately difficult and responsible engineering work in a variety of areas, which include, but are not limited to roadway design, grading and drainage design, project development, public outreach, and plan checking.

THE POSITION 

The Senior Engineering Technician, under direction, performs a wide range of moderately complex technical or paraprofessional engineering work in connection with engineering design and construction, and other related work as required. The successful candidate will prepare engineering plans, (may include architectural plans), profiles, cross-sections, specifications, and cost estimates as well as calculate and plot field survey data. 

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services bargaining unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months. 

Incumbents may also be subject to overtime, standby, callback, weekend, holiday, and shift assignments as identified in their MOU (Memorandum of Understanding).

  • Utilize engineering computer software to make determinations and compute vertical and horizontal alignments, curves, grades, cross-slopes, traverse for highways, drainage, sewer facilities, traffic, and other related tasks;
  • Perform mathematical accuracy checks; 
  • Search County records for property, titles and restrictions;
  • Prepare correspondence and maintain files;
  • Prepare engineering estimates and project schedules;
  • Make complex mathematical computations related to civil engineering;
  • Understand and interpret field survey notes;
  • Write concise engineering reports;
  • Prepare civil engineering plan sets and exhibits;
  • Inspect construction of roads, bridges, and other public improvements at a responsible level; and
  • May create and edit G.I.S. layers and maps.

KNOWLEDGE 

  • County improvement standards and construction specifications used by local agencies;
  • Civil engineering, design, mapping, and drafting procedures;
  • Construction materials, practices, and cost estimating procedures;
  • Algebra, plane geometry, and trigonometry; and
  • Principles and practices of supervision, training, and performance management. 
  • Principles and practices of civil engineering;
  • Principles and practices of Project Management;
  • Basic engineering hydraulics used in designing cross-culverts and other drainage facilities; and
  • Theories and practices of traffic engineering.

SKILLS/ABILITIES 

  • Perform a wide variety of computer applications in engineering projects; operate computers and related software;
  • Understand and interpret field survey notes;
  • Make complex mathematical computations related to civil engineering and land survey;
  • Communicate effectively with the general public, engineering community, and other government agencies;
  • Understand, interpret, and apply County standards, specifications, ordinances, and codes;
  • Work cooperatively with other units in the department, other agencies, and the public;
  • Supervise and train subordinate personnel;
  • Inspect construction work for compliance with plans and specifications;
  • Maintain records and prepare reports;
  • Follow oral and written directions;
  • Establish and maintain effective working relationships with other employees and the public; and
  • Apply required engineering knowledge in varied work assignments;
  • Prepare engineering plans and charts;
  • Apply engineering principles and terminology in preparation of public works projects; and
  • Write contract specifications and prepare cost estimates.
  • Perform related duties as assigned.

EDUCATION/EXPERIENCE 

 Any combination of experience and training that would provide the required knowledge and abilities is qualifying. 

  • Sixty (60) semester/ninety (90) quarter units from an accredited college or university with a minimum of thirty (30) semester/forty-five (45) quarter in engineering, mathematics, physics, or other engineering related coursework; AND
  • Three (3) years of technical field or office engineering experience at a level of difficulty equivalent to the work performed by an Engineering Technician in Stanislaus County.

Additional qualifying experience may substitute for the education one year for year basis. One additional year of upper division college coursework with major coursework in engineering may substitute for two years of experience.

DESIRABLE QUALIFICATIONS 

In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the "Duties" section of the online application.

  • Two (2) years’ experience utilizing AutoCAD Civil 3D designing roadway improvement projects.

EXAMINATION PROCESS

  • Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position. 
  • Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
  • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification.  Eligible lists are effective for six months but may be extended up to eighteen months.
