Position Summary :

Responsible for the direction and supervision of professional, technical and administrative resources within the Project Controls Department that supports project controls activities across all Markets (Energy, Transportation, Federal and Water). Coordinates project priorities, staffing schedules, budgets and staff assignments to ensure clients, both internal and external, are provided the best controls capabilities to meet their needs. Coordinates with the Market Leaders, Operations Director, Operations Leads and active Project Controls staff in a matrix structure format to understand the workload, requirements, quality of product, tools, training needs, member development, and identify and mitigate any delivery gaps.

In addition to internal corporate responsibilities, under minimal supervision, will support client assignments related to program and project management services. Apply technical skills in cost control, schedule management, risk management, change management, performance reporting, document management and communications in a fast-paced, professional, design and construction environment.

For both internal and external purposes, the individual will have the technical competence and the ability to function with proficiency in formulating and developing advanced project control concepts.

What You Will Be Doing (Internal) :

  • Recommend department plans, programs and resources, including staff budgets and capital expenditures, and manages and executes those approved to meet line organization objectives.
  • Recommend hiring, salaries, promotion, transfer, demotion and termination of department members.
  • Lead training and development of project controls members and the tools and systems adopted by the enterprise.
  • Draft and reviews scopes and fees for new department proposals.
  • Ensure that department loading calendars are completed on a timely basis.
  • Responsible for and reports department status, results and performance.
  • Balance workload within department.
  • Recommend department and group operating policies, standards and procedures.
  • Lead in the creation of Work Breakdown Structures (WBS) and development of schedules and budget data (including resource loading) for those WBS elements.
  • Analyze cost data to the extent that corrective action can be taken to minimize project losses and the estimate to complete projections is defendable.
  • Consistently estimate accurate completion time of own assignments and coordinate with project team.
  • Utilize a checks and balances process with the project management team in determining the financial health of a project.
  • Assemble and compile schedule and cost data, input into the project control database, and provide output to the project team.
  • Perform detailed variance analysis of project cost and schedule performance and present the analysis to senior management.
  • Support the Project Management team in maintaining timely and effective change management processes, procedures, and systems.
  • Advise Project Management of the cost and schedule impact of proposed design changes.
  • Take the lead in the development and maintenance of any periodic (daily, weekly, monthly) status reports to keep management and / or owner informed on the project progress. These reports may include labor productivity, schedule status, financial analysis, Cost Performance Reports (CPR), and earned value curves reports on either direct or indirect construction activities.
  • Participate in proposal preparation when requested and assist with strategic initiatives within the company.
  • Provide technical guidance and oversight (QA / QC), mentoring and career development counseling to junior level project controls staff.

What You Will Be Doing (External) :

  • Develop, manage, update, and monitor individual project schedules, progress reports and integrated overall master program schedule in conjunction with project team members.
  • Develop, manage, and monitor controls program and project specific budgets, cash flow projections, and forecasts.
  • Work with schedulers for design consultants, construction contractors, client staff, and program and project management team members to obtain the latest schedules in the appropriate program format for each phase (planning, design, bid / award, construction, start-up) and task (including land acquisition, permits, and environmental) and incorporate required content into schedule updates.
  • Support, document, and track change management processes for potential adjustments to scope, schedule, or budget.
  • Interface and maintain a liaison with program and project management, stakeholders, client, contractors, and other consultants on all project controls related activities.
  • Establish and maintain integrated key performance metrics (KPIs).
  • Ensure project control processes are in place to analyze project performance including change control, project updating, and reporting.
  • Monitor project progress with regards scope, time and costs. Provide corrective solutions if deviations occur.
  • Document and communicate variance and trend analyses according to the change control process.
  • Display understanding of the role of performance measurement to produce a record of past performance, identify trends and forecast future performance in a manner that informs and drives management intervention.
  • Develop project and program reporting processes and execute appropriate reporting cycles.
  • Utilize a single source of truth repository for project data and dashboard reporting.
  • Facilitate all change control meetings as well as project controls meetings.
  • Required Qualifications :

  • Bachelor of Science in Construction Management, Engineering, or Project Management is recommended or equivalent practical experience in lieu of degree may be considered.
  • A minimum of 15 years planning / scheduling and cost engineering experience in a construction and engineering environment. Must possess technical and practical application of engineering, procurement and construction functions.
  • Advanced skills with project management software such as Primavera Project Planner (P6) and spreadsheet and word processing software such as Microsoft Excel and Word. Knowledge of Access, Microsoft Project and Cobra software preferred. Must be able to understand accounting systems in support of the job cost tracking system.
  • Must be able to demonstrate required knowledge of project control principles; understand the principles and concepts of cost engineering as it relates to budgeting, monitoring, and tracking actual costs, change orders and forecasting.
  • Qualified to teach planning and scheduling techniques using the critical path method and able to set up basic cost reports required by the Project Manager.
  • Must have hands-on experience and be able to set up basic design and construction schedules and possess the knowledge of calculating physical percent complete and calculating Earn Value for the project.
  • Must understand the various contract types (i.e. cost plus, T&M, EPC) and ensure that all requirements of the prime contract are understood.
  • Meets the qualifications, experience, and can perform the duties of the Senior Project Control Specialist.

  • Base Compensation : $117,900 - $158,200

The starting salary for the successful candidate in this position is competitive and will be determined by the selected candidate's qualifications and experience, geographic location, internal equity, company policy and practices.

    While some members choose to work out of their local office on a full-time basis, we offer a hybrid schedule for eligible positions consisting of two days a week in the office, two days a week remotely, and Friday being a flexible day that can be worked either in the office or at home. Eligible roles can also offer a compressed workweek schedule. Members who participate will be assigned a 9 / 80 work schedule, meaning every other Friday off!
