StarCare Specialty Health System (StarCare) is seeking a full time Director of Contracts and Procurement to join its outstanding management team in the Network Management Division. As a member of the Network Management Division’s Management Team, the Director of Contracts and Procurement provides leadership to facilitate a positive environment focused on continuous quality evaluation and improvement. The Director of Contracts and Procurement works under minimal supervision of the Network Management Division Director with extensive latitude for the use of initiative and independent judgment.
Responsibilities:
- Contracts Management: Directs and manages company-wide contracts management process in accordance with StarCare’s policies and procedures and all applicable standards, regulations, and laws. Acts as the single point of accountability for all revenue and expense contracts to ensure consistent adherence to all applicable standards, regulations, and laws.
- Procurement: Oversees all corporate procurement activities ensuring compliance with all applicable standards, regulations, and laws.
- Network Management: Directs and manages the development, management, and evaluation of the Network Management Division’s provider network to ensure the network of service providers is able to meet the needs of people served. Responsibilities include provider/service procurement, contract negotiation, contract development and monitoring, provider relations and education/technical assistance, provider profiling, and network evaluation.
- Policies and Procedures: Provides leadership in drafting, implementation, and evaluation of policies and procedures related to contract management and procurement to ensure consistent adherence to all applicable standards, regulations, and laws.
- Provider Relations: Supports every provider within StarCare’s provider network with maintaining compliance with all standards, regulations, and laws and ensure all providers are satisfied with StarCare as a payor of services.
- Grants Administration: Oversees all grant administration processes, ensuring consistent adherence to all applicable standards, regulations, and laws.
- Revenue Stream Management: Manages and evaluates Network revenue contracts to ensure financial stability and growth.
- Leadership and Supervision: Provides leadership to facilitate a positive environment focused on continuous quality evaluation and improvement. Supervises assigned employees, including recruiting, hiring, training, disciplining, and evaluating to ensure efficient and effective department operations. Participates in and provide leadership as a member of StarCare’s Senior Management Team.
- Compliance: Ensures all activities support the mission, vision and values of StarCare and comply with state guidelines and contract requirements.
- Budgeting: Develops and monitors budgets and contracts to ensure fiscal responsibility and compliance with funding source guidelines.
Essential Duties:
- Supervision and management of company-wide contracts management and procurement processes;
- Development, management, and evaluation of the Network Management Division’s provider network;
- Direction and management of grants administration;
- Procurement, management, and evaluation of revenue contracts;
- Provider relations;
- Educational/technical assistance functions.
Schedule: This is a full-time/exempt position scheduled Monday - Friday, 8am - 5pm, with flexibility to meet the needs of the department.

Qualifications
Qualifications:
- Master's degree in law, business, or a related field and at least two (2) years of full-time paid work experience in a related field, with at least one (1) year of work experience in an upper-level management position; OR
- Bachelor's degree in law, business, or a related field and at least four (4) years of full-time paid work experience in a related field, with at least two (2) years of work experience in an upper-level management position.
Skills & Abilities:
- Knowledge and skill in operating standard office equipment, including personal computer with Microsoft Office products.
- Ability to prepare complex, concise reports.
- Highly effective communication skills, both orally and in writing.
- Ability to organize and prioritize a variety of assignments while managing time effectively.
- Ability to plan, assign, and monitor work effectively.
- Ability to train and supervise others effectively.
- Ability to maintain effective working relationships with individuals in services, other employees, and the public.
- Vast knowledge of human service delivery systems, budgeting principles, customer service, and management principles.
- Knowledge of appropriate rules, regulations, and policies and procedures.
Additional Requirements:
- Must pass a pre-hire drug screen and criminal background check.
- Must have a Texas driver's license, liability auto insurance, and be insurable under the Agency's insurance.
