What are the responsibilities and job description for the Fiscal Clerk position at Stark County Regional Planning Commission?
DEFINITION: This is an entry level to intermediate position responsible for office fiscal work, including general office accounting procedures. This employee is responsible for processing payments and disbursements, plus performs a variety of accounting duties and procedures involving the maintenance of complex financial records. This employee works under the technical direction of the Chief of Finance, while maintaining a close relationship with the other departments of the RPC.
CHARACTERISTIC WORK:
· Processes cash receipts, purchase orders, invoicing, accounts receivable and accounts payable.
· Tracks payments, writes checks, and prepares deposits.
· Assists with financial reports, annual audit, maintaining financial documentation as necessary and meeting critical deadlines.
· Creation of Federal and State vouchers and other financial data into the appropriate ledgers as required for program accountability and fiscal management.
· Tracking budgetary items to ensure the appropriate lines have adequate funding, as well as processing travel paperwork to ensure the appropriate guidelines are followed.
· Tracking multiple departmental contract balances, and various other items to ensure accurate recordkeeping and reporting.
· Assists with monthly balancing for multiple funds.
· Prepares documents and records for the annual records retention period.
· Generates tax forms.
· Attends meetings as required. Departmental cross training is essential.
· Performs other functions as directed by the Executive Director, Chief of Finance, Senior Fiscal Administrator, or other various department chiefs/heads
QUALIFICATIONS: Graduation from an accredited university with major course work in accounting or a related field, or equivalent experience. Knowledge of governmental or non-profit accounting preferred. Ability to understand and carry out complex accounting procedures with extreme accuracy. Capable of easily adapting to new situations and tasks. Attention to detail is required. Knowledge of Abila MIP fund accounting software and Quicken software is beneficial.
