General Purpose:
The primary purpose of this position is the oversight and management of various construction projects, insurance claims, and reasonable accommodations of varying sizes throughout SMHA. This position is also responsible for estimating and writing scopes of work concerning a wide variety of construction practices while ensuring that the agency remains in compliance with a wide variety of federal, state, and local regulations.
Essential Duties and Responsibilities:
- Oversees and schedules contractors to complete construction projects.
- Ensures that the work is complete and in compliance with building and construction codes.
- Perform frequent inspections on contractors to verify the accuracy of work completed and adherence to building code approvals and housing authority standards.
- Conduct estimates and develop a scope of work for various projects.
- Oversees the PO process from creation through invoicing.
- Review construction plans, specifications, and drawings to ensure compliance with building and construction codes and adherence to bid, code, contract, and specifications.
- Conduct visual inspections of buildings and construction projects and prepare a report based on findings.
- Facilitate and conduct pre-bid meetings, pre-construction meetings, site-based meetings, and project close-out meetings.
- Inspect homes for structural integrity, health and safety issues, HVAC, plumbing, and electrical systems.
- Partner with the Prevailing Wage Coordinator to conduct wage reviews of employees working at job sites.
- Other duties as assigned.
Education/Experience/Certification:
- Associate’s Degree in Mechanical, Architectural Engineering, or Construction-related field with at least five (5) years of experience in the office of an architect, contractor, or mechanical engineer.
- An equivalent combination of education, experience, and training, which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Qualifications/Skills:
- Maintenance and/or construction aptitude.
- The ability to accurately determine the cost of a job and propose a timeline for its completion, determine the materials needed, the cost of the materials, and additional services if necessary.
- Excellent customer service skills and the willingness to follow through until completion.
- Ability to work independently, multitask, prioritize, and problem-solve.
- Knowledge of federal, state, and local regulations, including HUD and Department of Labor directives about construction, Section 3, wage and hour laws, and labor compliance.
- Knowledge of Microsoft Office, Yardi, Communication, and Answering Phones)

Physical Requirements:
This position requires moderate physical exertion. This position requires standing, bending, kneeling, climbing, pushing/pulling up to 100 lbs. and lifting up to 50 lbs. This position also requires you to be on your feet for prolonged periods throughout the workday.
Working Conditions:
Work is performed primarily outdoors in a variety of weather conditions, and it is possible to encounter unsanitary and/or unsafe conditions at the construction site. Will have to drive to and from job sites in all weather conditions.
