The Family and Community Engagement Manager is responsible for the support and guidance in developing and maintaining the content, structure, and delivery for all federal requirements in the area of Family, Parent and Community Engagement and Eligibility, Recruitment, Selection, Enrollment, and Attendance(ERSEA) services. Family and Community Engagement and ERSEA focuses on the management of recruitment, eligibility enrollment and attendance practices, parent involvement, including male involvement activities, family support services, case management, transition services and partnerships with community agencies. Establish, develop, and maintain partnerships/relationships with public, private and community organizations to promote children and families accessing community resources that are responsive to their needs. The Family Engagement Manager will support and provide technical assistance to two EHSN programs.

As of the time of this posting, this is the expected base annual salary range. The base annual salary will be based on a wide range of factors, including skills, qualifications, experience, as well as business needs and limitations.

MAJOR RESPONSIBILITIES:
Data Monitoring:
- Monitors and provides feedback in the areas of enrollment, family support, and family engagement services across all settings, including Sub Recipients, Partners, and Directly Operated Programs. Develops and implements strategies to ensure continuous compliance with the Performance Standards requirements.
- Monitors family engagement, eligibility, recruitment, selection, enrollment, and program attendance and provide technical support as needed if assigned. Provides direct support of home visiting systems and compliance with intentional collaboration with program management to implement high-quality services.
- Conducts regular site visits to monitor eligibility, enrollment, attendance, and family and community engagement approaches in all programs.
- Works in collaboration with the Early/Head Start Network Family and Community Engagement deputy director and managers. The director will develop, implement, and refine family engagement and the ERSEA approach in order to promote family outcomes that support children's school readiness and well-being.
- Implements the continuous monitoring and evaluation system of program activities to ensure that the family's needs are met and funded enrollment is maintained.
- Maintains a system of communication accountability and engage in opportunities to support the improvement of existing sub-recipients, who are directly operated, partner family, community engagement, and enrollment and attendance systems.
- Provides training and technical support to ensure the provision of cohesive and quality service for Sub-Recipient, Partners, and Directly Operated Programs in the areas of selection, eligibility, enrollment, attendance, and positive family outcomes.
- Provides technical assistance and support to recipient programs experiencing enrollment and attendance issues. Assists in the development of an ongoing recruitment plan.
- Coaches and provides guidance to Family Engagement ERSEA Managers/Coordinators at the Sub Recipient, Partner, and Directly Operated Programs to strengthen staff capacity and move staff towards mastery in Performance Standard requirements.
- Establishes relationships with community partners and identifies resources that can be made available to families. Initiates and tracks community partnership agreements. (e.g., ESL, GED courses, food banks, clothing banks, community enrollment resources, etc.)
- Develops working relationships with local schools to help coordinate the successful transition of children and families to their next quality school or program.
- Identifies irregularities in the data, anticipates areas with potential for inaccuracies, and provides technical support to Early/Head Start Network and other staff, as needed, to correct errors in the database and build their skills and knowledge of data management.
- Collaborates with Early/Head Start Network to monitor and improve the ChildPlus database system(s), including assistance in developing and revising EHSN policies and procedures. In addition, ensures ongoing monitoring, eligibility, enrollment, attendance, family agreements, referral, and family goal attainment.
- Assists in preparing a statistical analysis of ERSEA and Family and Community Engagement data to comply with regulatory standards and measure outcomes. Works with the ERSEA and family engagement teams to prepare reports, records, and correspondence related to health services.
- Serves as program support to two recipient programs: recipient and programs. Assists in program planning, identifying resources, assessing training needs, and monitoring program progress.
- Supports Early/Head Start Network with other projects related to data analysis, compliance monitoring, program evaluation, record-keeping and reporting, planning, communication, and project management.
KNOWLEDGE, EXPERIENCE, AND EDUCATION:
- Education: BA/BS or MA in Early Childhood, Social Work or related field.
- Related Experience:
- 5-7 years of experience working with families.
- Experience in the implementation of Parents as Teachers.
- Knowledge of quantitative and statistical methodologies.
- Ability to conduct Motivational Interviewing.
- Training or Competency:
- Knowledge of and ability to implement parent education strategies and activities
- Ability to remain abreast of developments in the fields of family studies and child development.
- Demonstrated leadership ability to utilize reflective supervision.
- Knowledge of and ability to assess, analyze, and interpret Head Start Standards, state and local licensing requirements, and the organization's philosophy.
- Ability to work as a cooperative and supportive member of an interdisciplinary team.
- Ability to communicate and cooperate with diverse families, various professionals, and community groups.
- Ability and willingness to work in a program located in a high-risk, low-income community.
- Ability to exercise discretion in handling confidential information and materials.
- Intermediate knowledge of computer applications and the ability to learn and master computer technology/software programs as needed.
- Knowledge of Head Start performance standards.
- Strong analytical, organizational, communication (both written and verbal), interpersonal, and critical thinking skills.
- Ability to work in a professional manner both independently and with others in a team environment.
- Sustained concentration to detail and accuracy, including utilizing the ability to prioritize workloads.
