Are you interested in managing a dynamic group that works towards achieving healthy air for the residents of California? Then managing the Central Valley Air Quality Planning Section could be the job for you. The Central Valley Air Quality Planning Section (CVAQPS) is responsible for air quality planning for the California's Central Valley, including the San Joaquin Valley, and certain other areas of the State. The Section is also responsible for broad, statewide particulate matter (PM) planning and analysis efforts such as developing California's regional haze plan and evaluating the effect large wildfires have on the State's air quality along with overseeing emission reduction grants. Section staff will review State Implementation Plans (SIPs) for PM and ozone for select areas of the State, develop and/or assist in the development of the California Regional Haze Plan, and analyze PM-related technical and policy issues. Staff routinely analyze multiple sources of data to inform air quality planning, including pollutant concentration data, meteorology, and emissions information, in support of regulatory and policy directives designed to meet ambient federal and state ambient air quality standards. Staff often present air quality planning information to CARB executive management, CARB Board members, and external parties. CVAQPS staff work with divisions throughout CARB, as well as with local air districts, U.S. EPA, and various public and private stakeholder groups.


The Air Quality Planning Branch is seeking an enthusiastic and organized Air Resources Supervisor I to manage the Central Valley Air Quality Planning Section. We are looking for a passionate leader who would take the initiative to develop common sense sollutions to statewide air quality planning problems. Under direction of the Chief of the Air Quality Planning Branch, the Manager would be responsible for coordinating and supervising the work of the Section, including the policy and analysis related to developing state implementation plans and meeting air quality meeting standards.

The Air Quality Planning Branch is seeking a highly motivated candidate with excellent communication skills to manage CARB's Central Valley Air Quality Planning Section. This position provides opportunities to present items to the Board. Project management and policy development skills are essential to the position since the Section combines in-depth technical and policy analysis, coordination with internal and external stakeholders, including local air districts, U.S. EPA, and environmental organizations, and interaction with CARB staff and management at all levels. The successful candidate will be timely, self-motivated, demonstrate the ability to evaluate the technical and policy aspects of air quality planning issues and present those findings verbally and in writing to executive management and members of the Board. Duties include:

Supervises and direct staff related to air quality planning process including developing exceptional events documentation, coordinating with local districts, communities, U.S. EPA Region 9 and internal stakeholders such as emission inventory teams and modeling;

Oversee the annual State designation analysis related to particulate matter;

Oversee and direct staff in technical, policy, and administrative analyses needed in the development of approvable SIPs for PM for both PM and ozone including meeting with U.S. EPA, communities and other stakeholders; and Plans, organizes, budgets, and schedules activities for the Section.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
