This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent.

The California Air Resources Board (CARB) Human Resources Branch (HRB), is searching for an experienced and professional HR Associate Governmental Program Analyst (AGPA) or Staff Services Analyst (SSA) in CARB's Performance Management Unit (PMU). PMU, in compliance with civil service laws, rules, and policies, is responsible for all performance management and progressive discipline functions for both CARB and the California Environmental Protection Agency (CalEPA).
Under the general direction of the Staff Services Manager I, the PMU AGPA/SSA performs analytical staff work as it relates to the Performance Management functions of the department. With a high degree of initiative and independence, provides consultative services and guidance to CARB/CalEPA managers and supervisors concerning employee performance and conduct issues and in line with the civil service progressive discipline process (preventative, corrective, and formal adverse action phases). In addition, the PMU AGPA/SSA provides expertise and advises efforts to prevent, identify, and correct performance and/or conduct issues before punitive action becomes necessary. The PMU AGPA/SSA independently develops and maintains up-to-date performance management tools, reference materials, and resources for CARB and CalEPA. The successful candidate will play an essential role in the development and delivery of training and resources to CARB/CalEPA managers and supervisors regarding a number of performance management subjects.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
Beginning July 1st, 2025, per Executive Order N-22-25, CARB employees will be required to report into office four days a week.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
