What are the responsibilities and job description for the STAFF AIR POLLUTION SPECIALIST position at State Air Resources Board?
The Air Quality Planning Branch is seeking a Staff Air Pollution Specialist in the new Particulate Matter Analysis Section in the Air Quality Planning Branch to analyze and understand the chemistry and nature of the particulate matter problem across California. Duties include:
Analyze chemical speciation data, hourly PM2.5 data, filter-based PM2.5 data and other sources using statistical models like positive matrix factorization to assess the cause of the PM2.5 sources leading to nonattainment.
Prepare weight of evidence document that discusses the natural of the PM2.5 problem for the nonattainment area, provides assurances that the control strategy is appropriate and collaborates the air quality modeling attainment demonstration.
Assess available chemical speciation data across the State and the applicability to the new nonattainment areas. Download and provide speciation available data, design values and data impacted by exceptional events to air quality modelers.
Brief CARB executive management, divisions, communities, stakeholder and other local, state or federal agencies on the PM2.5 air pollution problem, public concerns, and the path to health air; develop written reports, and correspondence on technical and/or policy issues as they pertain to SIPs or other air quality planning related inquiries; develop broad, mission-critical emission reduction strategies and policy proposals that will have immediate and long-range air quality impacts by addressing current air quality standards as well as ongoing changes to existing air quality standards.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

Applicant needs to have strong skills in analyzing chemical speciation and air quality data. Strong organizational and coordination skills are also desirable, as is the ability to distill and convey highly technical information to upper management.
The most competitive candidate will have a demonstrated ability to successfully work with stakeholders and fellow staff; have knowledge of local, State, and federal programs related to particulate matter and state implementation plans; understand how to use source apportionment tools on chemical speciation data; be comfortable with technical and politically sensitive programs; be able to develop and communicate policy options to all levels of management; be comfortable with a flexible management structure; readily adapt to changing priorities; and travel as needed.
