Are you an experienced Workers’ Compensation leader seeking a dynamic and challenging career in finance? Billing and Collections has a full-time opening for a Vice President of Credit and Collections (Program Manager II) to collect premiums timely and accurately while delivering the best customer experiences to our policyholders and internal customers.
Under the direction of the EVP of Finance, the VP of Credit and Collections will be responsible for leading the operations for Collections, Special Collections, and Cancelation & Bankruptcy:
- Design strategic plans, recommend improvements to standards and procedures to optimize performance and business development.
- Manage, develop and aspire the Credit & Collections team for best performance; ensure effective collaboration with the rest of Finance teams, Billing Operations and other key programs within the organization.
- Monitor and Support Policy and Billing system and projects
This is a complicated and intense position which requires an individual with a big picture perspective, collaborative nature, solution oriented, excellent analytical, communication and organizational skills. The candidate must possess the ability to make sound decisions, solve complicated problems with careful consideration in weighing both State Fund and the policyholder's best interests, and finding creative solutions in collaboration with Field Operations Special Investigation Unit, Marketing and Premium Audit. This position will involve occasional travel.
New to state candidates will be hired into the minimum salary of the classification or minimum of the alternate salary range when applicable. Placement to alternate salary range may be based on education or experience identified in your state application.

Working Conditions
The successful candidate must reside in California upon appointment.
Selected candidate(s) hired may be required to attend in-person Onboarding at our Vacaville office with expenses for attendance paid by State Fund.

Desirable Qualifications
The best-qualified candidate will possess the following:
- Collections experience
- Billing inventory and delinquent receivables experience
- Workers’ Compensation experience in Underwriting or auditing
- Excellent organization and time management skills
- Excellent analytical skills
- Strong customer service, negotiation and billing skills
- Demonstrated proficiency and knowledge of workers' compensation pricing and underwriting methodologies, basic accounting principles, and the proven ability to resolve complicated premium matters
- Understanding of the billing process and how outstanding premium impacts the organization
- Proven ability to manage internal and external relationships effectively
- Ability to effectively interact with the management in various teams across the department (e.g. Finance teams, Billing Operations, Marketing, Premium Audits, etc.)
- Strong leadership and management skills and ability to promote leadership development
- Ability to work accurately and efficiently to meet deadlines
- Working knowledge of Premium collections, billing, billing services and policy procedures
- Working knowledge of Workers' Compensation Insurance Rating Bureau rules and regulations
- Proven ability to excel in team building and employee engagement within the team
- Ability to recruit, train, develop, empower and retain staff
- Ability to manage projects, meet strict deadlines, and contribute to important projects within multiple departments across the organization
- Ability to lead and work as a member of the team
- Ability to present to Senior Leadership, Executives and speak in front of a large audience
