Duties Description Process and Review Payroll Transactions• Process and review payroll transactions submitted by all NYS agencies and determine appropriate action based on various laws, regulations, collective bargaining agreements, business rules, and procedures. • Enter and correct payroll information in PayServ and notify agencies of changes.Provide Payroll Information to Customers• Provide all NYS agencies with appropriate payroll information. • Research and analyze payroll history records. • Verify employee payroll information to prospective employers who call and inquire.• Determine appropriate courses of action and answers in relations to e-mails received in Earnings mailboxes.

No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program: Non-Competitive Qualifications for appointment under the NYHELPS Program: For appointment to the Payroll Specialist 1 (SG-11), you must have: • Two years of full-time business or human resources office experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders.OR • Thirty semester credit hours of college-level study AND one year of full-time business or human resources experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders.OR • Sixty semester credit hours of college-level study Competitive Minimum Qualifications: You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.For 70.1 transfer to a Payroll Specialist 1, salary grade (SG)-11, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-09 or above.To determine if your current Civil Service title is eligible for transfer to this title, visit the Career Mobility GOT-IT website: Career Mobility Office » GOT-IT (ny.gov)Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.Non-Competitive promotion (NCP) qualifications: You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Office Assistant 2, Office Assistant 2 (Spanish Language), Clerk 2, Clerk 2 (Spanish Language), Office Assistant 2 (Calculations), Office Assistant 2 (Calculations) (Spanish Language), Calculations Clerk 2, Calculations Clerk 2 (Spanish Language), Office Assistant 2 (Customer Service), Office Assistant 2 (Customer Service) (Spanish Language), Agency Services Representative, Agency Services Representative (Spanish Language), Office Assistant 2 (Keyboarding), Office Assistant 2 (Keyboarding) (Spanish Language), Keyboard Specialist 2, Keyboard Specialist 2 (Spanish Language), or Payroll Assistant.NCP notes: If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
