The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Code Compliance Specialist 2 duties in Building Standards & Codes will include but are not limited to the following: • Reviewing of demolition, operating or building permit applications.• Conduct plan reviews and generate requisite reports.• Inspection of work or activities being completed under an issued permit.• Completion of annual fire safety and property maintenance inspections for every building in the custody of the opted-out local governments and under the custody of the State.• Answering questions and providing technical assistance to local code officials and regulated parties.• Investigation of complains associated with HUD manufactured homes and buildings in the custody of the state (within the opted-out local government).• Performing inspections associated with the Division’s regulatory responsibility to perform oversight and ensuring that the local governments who are administering and enforcing the Uniform Code are fulfilling their obligations in accordance with the regulations. • Performing inspections associated with the Division’s responsibility to manage the Disaster and Emergency Response support statewide or in support of other units within the Division. • Supervision of Code Compliance Specialist 1 positions.

The minimum qualifications required for this vacancy. Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND a bachelor's or higher degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND three years of full-time qualifying experience OR an associate degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND five years of full-time qualifying experience as described below; OR seven years of full-time qualifying experience as described below. Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.Minimum Qualification Substitutions: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. PREFERRED QUALIFICATIONS: At least two years of enforcing the Uniform Fire Prevention and Building Code for local government or state agency, which includes: • Commercial construction plan review• Commercial construction inspection • Commercial fire safety• Property maintenance inspection • Requisite report writing experience
