The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Code Compliance Specialist 2 duties in Building Standards & Codes will include but are not limited to the following: • Conduct formal investigation and refer matters, as needed, to the Department of State’s Office of Administrative Hearings.• Conduct audits for training requirements for Code Enforcement Officials and Building Safety inspector’s o Develop policies and procedures for the program.• Work independently on course development, revisions, and updates by a deadlines. • Evaluate highly technical code and building science requirements and develop effective and comprehensible training programs. o Ensure that the content of course materials submitted to the Program Manager is comprehensive, accurate, explains the material clearly and concisely, and is creative.• Deliver training online and in person to large groups (300 -400 students), o Mentor and collaborate with other Code Compliance Specialist 2 staff: ? In their performance and presentation of the class material. ? Provide guidance on how they can improve their delivery and meet the intended goals of the training.o Ensure that the training is delivered properly, accurately, and professionally. • Assist in providing local and regional support across the state as assigned in the form of: o Training, technical assistance, and potentially direct enforcement as assigned. o Plan reviews, inspections, and responses to questions concerning the proper application of the codes and similar activities. o Ensure technical accuracy and are that needed guidance and information is provided with effective communication.• Work with counsel to recommend new or revised provisions of law, regulation, or code, concerning the local government programs for administration and enforcement of the Uniform Fire Prevention and Building Codes and the State Energy Code.• Prepare proposed written technical changes to New York State’s and International Model Codes and make verbal presentations.• Assist in updating New York State’s Uniform Code, Energy Code, and other regulations.• Review, analyze, prepare written reports.

Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND a bachelor's or higher degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND three years of full-time qualifying experience OR an associate degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND five years of full-time qualifying experience as described below; OR seven years of full-time qualifying experience as described below. Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.Minimum Qualification Substitutions: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
