The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Head Clerk duties in the Division of Corporations, State Records, & Uniform Commercial Codewill include but are not limited to the following: • Under the supervision of a Business Document Specialist 5, Grade 20, or the Assistant Director of the Corporations Division, directs daily work activities in assigned sections within each unit of the Department of State’s Division of Corporations, State Records and Uniform Commercial Code.• Staff assigned to the UCC, Summons and State Records units perform various clerical functions such as printing, sorting, filing business records, answering phone calls, opening incoming mail, preparing and mailing service of process. The Head Clerk would supervise unit staff and assist with the overall management of the units. To successfully perform these duties, the Head Clerk should possess general management and computer skills and possess the ability to become knowledgeable about the various laws and statutes governing the functions of the units. • Additional tasks include but are not limited to: Responsible for monitoring productivity and arranging for necessary resources; analyzes operations to ensure work flows smoothly and is performed accurately, timely and in accordance with established rules and procedures; reviews the effectiveness of subordinate work units and recommends changes; tracks employee performance measure on a daily, weekly, monthly and yearly basis; sets work standards; reassigns work and staff as necessary to meet goals; evaluates subordinates and initiates training as necessary; acts as primary liaison with program counsel and management on complex filing issues; prepares written correspondence to explain problems or filing deficiencies to customers or their representatives, and to clarify and defend agency procedures and policies. Directly participating, assigning and overseeing staff in fulfilling the functions of any project assigned to the Division.

To be eligible for the NCP, candidates must have one year or more of qualifying permanent service in a Department of State clerical, secretarial, or paraprofessional title allocated to Grade 12 or higher, or as a Principal Clerk Collection, SG-11, and must not have failed the last holding of the promotion examination for the title listed above. Civil Service may approve the permanent appointment of one of the qualified applicants without further examination.Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.
