What You Will Be Doing:
Primarily this position is responsible for the management of a number of the Department of Family and Community Services (DFCS) capital development and deferred maintenance projects. Responsibilities can include preparation of specifications and design documents of inclusion in construction contracts, developing project budgets, functioning as the Department representative once projects are funded, and inspecting work for compliance. All job functions must be completed in accordance with the applicable laws, statutes, regulations, Administrative Manuals, and policies and procedures for procurement. Specific tasks include coordination with the project contractor, DOT/PF engineers and architects, design and engineering consultants, construction contractors, and stakeholders from the divisions.

The Working Environment You Can Expect:
We are looking to fill this position in either Anchorage or Juneau. The Anchorage office is located in Frontier Building Suite 290 and the Juneau Office is located in Court Plaza Building Suite 600. Both locations have ample parking as well as several stores or restaurants within walking distance.
A typical workday in this position might include: monitoring and maintaining construction contracts, reviewing bid proposals, developing and facilitating a variety of construction solicitations, responding to email, traveling to local facilities, or meeting with project contractors and stakeholders.

Minimum Qualifications
Any combination of education and/or experience that provides the applicant with competencies in:
Building and Construction: Knowledge of materials, methods, and the tools to construct objects, structures, and buildings.
Facilities: Knowledge of the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support activities.
Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Safety Engineering: Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes.
Equivalent to those typically gained by:
Education or training in engineering, architecture, business administration, or a closely related field and/or progressively responsible experience in facilities construction, operation, maintenance or repair; building management, structural engineering, architecture, or licensed general contracting.
Professional experience may include work as an Engineering Assistant 1 with the State of Alaska or the equivalent with another employer.

“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation. This includes ensuring the PD is in OPD and within recent standards for recruitment.
“Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.
“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.
“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.
“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.
Additional Required Information
This position may require in-state travel to DFCS facilities roughly 2-3 times per year.
