COMPLIANCE SPECIALIST I/II (DOE)

ANCHORAGE/Job #24-8460 PCN-357

 

Position Summary:  Supported by the CS II, CS III and Compliance Officer, the CS I will learn to conduct detailed and analytical compliance reviews of privately owned affordable housing developments following appropriate federal housing program rules and regulations.

OVERVIEW

Through a comprehensive learning process, this position is responsible for determining program compliance of a privately owned affordable housing portfolio and to ensure that development Owners/Managers adhere to program requirements of the Home Investment Partnerships (HOME), Low-Income Housing Tax Credit (LIHTC), Senior Citizens Housing Development Fund (SCHDF), Neighborhood Stabilization (NSP), National Housing Trust Fund (NHTF), and Tax Exempt Bond (TEB) programs. 

 

SUPERVISION RECEIVED AND EXERCISED:  Exempt, non-supervisory position.

 

EXAMPLES OF DUTIES

Annual monitoring of an assigned portfolio of HOME, LIHTC, SCHDF, NSP, NHTF and TEB developments to determine compliance with IRS Code Section 42, HUD, AHFC Agreements and other applicable compliance regulations associated with affordable housing.

Provide constructive and organized oral and written presentations to Property Managers and Owners regarding activities associated with compliance audits and regulatory responsibilities of respective developments statewide.

Other duties as required.

 

KNOWLEDGE, SKILLS and ABILITIES

Knowledge of:

Affordable housing and related programs.

Microsoft Office Suite.

Skills in:

Organizational time management.

Delivering oral presentations to small groups.

Conflict resolution through negotiation and persuasive argument.

Business report writing, email, and spreadsheet creation and manipulation.

 

Abilities to:

Work independently and part of a small team to ensure project monitoring accuracy.

Follow instructions accurately and efficiently to ensure work effort results in the desired outcome.

Manage multiple compliance reviews simultaneously and effectively in an organized manner within established timeframes.

Evaluate program compliance across multiple affordable housing programs.

Obtain and utilize sensitive information discreetly and objectively.

Build and maintain a professional rapport with external clients.

Acquire through internal and external training multiple affordable housing designations.

Travel overnight to both out-of-state locations and to small in-state communities.

MINIMUM QUALIFICATIONS:

Graduation from an accredited college with a Bachelor’s degree in Business Administration or Property Management.  

Substitution: Professional work experience in the administration of federal programs, housing subsidy programs, housing management, or other housing related field may be substituted for the required education on a year-for-year basis.

 

This is a level 18/19 position. Starting annual salary is $67,430.28 (DOE).  Excellent benefits, including medical, dental, vision, and leave package.
