PURPOSE OF POSITION: The incumbent serves as ARRC Grant Manager responsible for the receipt, review, compliance, and record keeping for assigned grants.
Duties and Responsibilities
Initiate and coordinate the preparation of grant applications and other required documents for grant submission and management.
Responsible for monitoring and evaluating overall grant process to communicate ARRC compliance requirements of local, state and federal rules, policies, and regulations.
Provide advice, interpretation, specialized guidance on statutes, interpretation of regulations and procedures as they relate to grants awarded to ARRC.
Assure a coordinated approach and consistent interpretation of grant management activities across projects and departments at ARRC, for assigned grants.
Develop, compose and coordinate the preparation of material relating to grant management to employees and senior officials of ARRC, local, state, and federal agencies.
Maintain appropriate project plans, overviews and summaries for management.
Support a variety of special projects and assignments, as assigned.
FACTOR 1: Technical and Operational Knowledge
Must have a thorough knowledge of budget, grant administration, project management, resource allocation or cost control theories, practices, methods, and techniques.
General knowledge of environmental, accounting, or budget and cost control theories, practices, methods, and techniques required.
General knowledge of state grant programs is required. General knowledge of federal grant programs to include, but not limited to, Federal Transit Administration (FTA), Federal Highway Administration (FHWA), Federal Railroad Administration (FRA), Federal Emergency Management Agency (FEMA), and Maritime Administration (MARAD regulations is preferred.
Superior communication skills, both oral and written, are required with specific ability to write clear reports including grant applications; coordinate and explain federal regulations to include reporting requirements for federal grant programs; analyze data to assess problems and develop methods of resolution; establish rules and procedures; and ensure the ARRC is meeting requirements with respect to assigned grant programs.
General knowledge of work performed by all departments within the ARRC to include, but not limited to, Engineering, Procurement, Transportation, Environmental and Accounting & Finance is preferred.
FACTOR 2: Analytical Skills & Impact
Analyzes, interprets and advises on applicable regulations regarding the reporting and administration of assigned grants.
Must be familiar with procurement processes, budgets, or cost control systems to support project and grant delivery activities, in accordance with applicable regulations regarding fund sources.
FACTOR 3: Supervision and Control
This position will not have supervisory responsibility within ARRC.
FACTOR 4: Communication
Communicates with government agencies and their senior representatives, and ARRC employees representing all levels of the organization and various departments, for the purpose of coordinating record keeping requirements for assigned grants. Contacts include, but are not limited to, ARRC employees, general public, government agencies and their senior representatives.
FACTOR 5: Working Conditions
Predominately office environment but requires occasional visits to ARRC work site areas during all phases of construction. Includes occasional exposure to environmental extremes and hazardous conditions during the course of activities.

Minimum Qualifications
Education Requirements
Bachelor’s degree in Business Administration, Public Administration, or related business field is required. An Associate’s Degree in a related field plus four (4) years applicable experience which demonstrates progression to more responsible positions may be substituted for the Bachelor’s Degree requirement.
Work Experience Requirements
Three (3) years or more of grant administration experience required. General knowledge of State of Alaska regulations regarding state grant programs and general knowledge of environmental, procurement, accounting, or budget and cost control theories, practices, methods, and techniques required. Excellent oral and written communication skills are required. Demonstrated organizational skills and the ability to track deadlines required.
Certification/License Requirements
Must be able to operate a motor vehicle and possess a valid driver’s license.
Preferred Qualifications
Previous experience working with Federal Transit Administration, Federal Highway Administration, Federal Railroad Administration, Federal Emergency Management Agency, and Maritime Administration grants preferred.

Alaska Railroad Corporation Benefits
The following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.
Retirement Plans
ARRC Pension Plan – Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.
Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.
Early retirement, survivor and disability benefits are available for vested participants.
401(k) Tax Deferred Savings Plan – Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.
457 Deferred Compensation Plan – Participation is optional for non-represented employees.
Insurance and Flexible Spending Plans
All plans are optional except the RR Dental Plan for bargaining unit employees.
Health Insurance Plan
A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee’s spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.
The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials). The Plans have the following features.

The Railroad National Dental for represented employees.
The Alaska Railroad Optional Dental Plan for both represented and non-represented employees.
