LTNP Analyst Programmer 1 (PCN 10-N24036)

The Department of Natural Resources, Division of Mining, Land & Water, is recruiting for an Analyst/Programmer 1 position in Anchorage.

This recruitment is open to Current State of Alaska Employees Only.

 Applicants must currently hold permanent employment status in the classified service as defined in Alaska Statute 39.25.100. Permanent employment status is defined as holding permanent status in ANY job class in the current period of employment with no break in service (separation from State of Alaska employment) since the permanent status was earned. 

What You Will Be Doing:  

You will be doing the following work in our division section. Perform Coding in C#, JavaScript, and other programming languages that may apply within DMLW websites and database and application systems.  Work with upper-level programmers to learn the use of software/applications/datasets within DMLW business platforms. Document methodologies and file organization of all work related to programming within databases and application systems. Assist in addressing issues via the Support Ticketing System. Continue learning to improve processes within the IT section by working with other analyst programmers on special projects and other duties as needed, completing correspondence and time sheets, and attending meetings with the IT team and DMLW application users as needed.

The Division of Mining Land and Waters’ mission is to “provide for the appropriate use and management of Alaska’s state-owned land and water, aiming toward maximum use consistent with the public interest.” DMLW is the state’s general land manager, administering the state’s public domain. DMLW manages approximately 105 million acres of general state-owned upland, tideland, and submerged land. You will consult and work with internal users to analyze business needs and turn those needs into suitable solutions by developing requirements and specifications to design, develop, write code, test and debug complex applications, write user documentation, and move to a production environment. The Working Environment You Can Expect:  

This position is located on the 10th floor of the Atwood Building in downtown Anchorage. Parking is provided in the Linny Pacillo Parking Garage, directly across the street from the Atwood building. The core office hours are from 8:00 AM-5:00 PM Monday – Friday with a 7½-hour daily work schedule. IT schedules vary with each teammate as we understand the needs of all users’ schedules are different as well. The daily routine for this position consists of collaboration on projects in all forms. The environment is very relaxed and fun, yet collaborative in task orientation (SCRUM daily), supportive, empathetic, respectful, and held accountable by effective communication in the work and support we provide within the team and to our users.

Successful completion of nine (9) semester hours of college-level coursework in computer languages or system analysis.

OR

Three months of actual computer programming experience.

OR

One year of work experience using a computer for analysis, including experience in the use of computer reporting languages, spreadsheets, or statistical packages.

An applicant who will complete the required college-level coursework within three (3) months of hire qualifies to apply for this job class. An applicant qualifying under this option may receive a job offer conditional upon completion of the required college-level coursework and proof of completion will be required prior to final appointment and reporting for duty.

SPECIAL NOTICES

• Requires knowledge and experience writing in C#, JavaScript, HTML and CSS programming languages. Basic understanding of mid-level SQL queries and design of the databases, stored procedures, and function, as well as the ability to effectively create new databases, web design usability, and accessibility. 
• Requires experience using version control software in a production environment and relational database experience that requires effective oral and written communication skills, a desire and aptitude to learn new skills, and the ability to be a team player and motivated to help the division with a variety of projects. 
• Requires comprehending software instruction manuals and applying knowledge gained from reading and creating manuals and documenting code. 
• Requires knowledge and experience using MS Office 365 (Word, Excel, Outlook, PowerPoint) and a work history that demonstrates successfully and consistently following schedules, the ability to work independently, setting goals, accomplishing objectives, and meeting deadlines. 
• Thorough knowledge of MS Office Suite (Word, Excel, Outlook, PowerPoint) and a work history that demonstrated successfully and consistently following schedules, the ability to work independently, setting goals, accomplishing objectives, and meeting deadlines
• Business Analysis skills to properly determine customer needs and technological requirements including testing, debugging, and business interfacing skills.
