Under the general direction of the Director, this position serves as the Program Coordinator for the Alaska Broadband Office (ABO). This includes serving as the subject matter expert and liaison for planning, organizing, directing, coordinating, and controlling the activities and resources to achieve specific ABO goals effectively and efficiently.

- Continuous Improvement and Project Management 45%
- This position will manage projects with substantial interagency impact and financial significance across the State. It includes overseeing projects, ensuring financial benefits, and leading interagency collaboration for project success.
- Project Planning and Execution: Support project managers with projects from initiation through deployment, encompassing scope definition, schedule development, budget formulation, and risk management strategies. Ensure the systematic execution of each project phase, from conception to completion.
- Process Improvement: Develop and implement streamlined methodologies for project management practices aimed at operational efficiency and cost-saving initiatives. These improvements should yield tangible financial benefits to the State, aligning with interagency modernization goals.
- Resource Coordination: Ensure the optimal utilization of resources to achieve project deliverables effectively.
- Stakeholder Management: Collaborate extensively with both internal and external stakeholders to align project plans with strategic organizational goals, facilitating stakeholder engagement and consensus.
- Quality Assurance: Conduct quality assurance (QA) and quality control (QC) processes on project data, ensuring adherence to accuracy, consistency, and compliance standards.
- Technical Coordination: Oversee the administration of project management tools and systems, address technical challenges, and ensure data consistency across organizational division to support informed decision-making.
- Compliance and Documentation 20%
- Federal Grants Compliance: Ensure adherence to state and federal regulations relevant to Broadband projects, including 02 CFR 200, H.R. 3684 - Infrastructure Investment and Jobs Act (IIJA), subsection 60102, and the National Telecommunications and Information Administration (NTIA), Broadband Equity Access and Deployment (BEAD) Notice of Funding Opportunity (NOFO).
- Documentation and Reporting: Maintain comprehensive and systematic project documentation, including schedules and status reports.
- Public Involvement Coordination: Develop and disseminate public notices, conduct public hearings, and manage responses to public comments regarding project activities to ensure transparency and community engagement.
- Performance Monitoring and Data Analysis 20%
- This role includes tracking performance with an emphasis on 1. ensuring all appropriate communications are occurring with tribes, and 2. Ensuring all the benchmarks and timelines are being met, and if not, appropriate mediation measures are in place.
- Performance tracking: Monitor project performance against defined key performance indicators (KPIs), providing regular progress updates through dashboards, charts, and other visualization tools to facilitate data-driven decision making.
- Data Analysis: Analyze complex project data to identify trends, address performance deficiencies, and other actionable insights to project stakeholders, enhancing overall project performance.
- Executive Reporting: Provide executive management with timely updates on project timelines, status, and potential risks, ensuring that leadership is informed of progress and any issues requiring attention.
- Special Projects and Cross-Functional Collaboration 15%
- Strategic Alignment: Collaborate with strategic planning sections and interagency partners to ensure project alignment with both departmental and state-wide modernization objectives. The role involves prioritizing projects bas3ed on State financial priorities and interagency benefits.
- Special Projects: Lead or contribute to special initiatives as assigned, including representing the department in interagency task forces, committees, and at national conferences, fostering collaboration and knowledge exchange.
- Change Management: Develop and implement change management strategies to facilitate the adoption of new processes or technologies, ensuring coherence with broader organizational goals and minimizing resistance to change.

Minimum Qualifications
Desired Qualifications:
- Experience with Federal Funding Program Regulations (e.g. NTIA, USDA, ARPA, IIJA);
- Experience with and/or knowledge of broadband technologies, broadband infrastructure, or broadband funding programs.
- Four years professional management experience in telecommunications, utilities, community planning, trade or economic development, project or program management, or similar field.
