What you will be doing :

The Public Health Informaticist 2 will act as a project manager, technical expert, and trainer for supervised staff to increase familiarity with the research, design, and development of behavioral health analytics for grant-related reporting obligations, legislative inquiries, and public information requests. In this position, you will provide supervisory guidance to two Research Analysts including teaching and training opportunities on relevant software applications, instruction on the analysis of data requests from non-technical staff, proper methodology for documentation and reporting, and the development of job aids to ensure business processes are effective, efficient, and consistent.

The Public Health Informaticist 2 merges data from any combination of databases such as the Conduent Medicaid Management Information System (MMIS), the Optum Division of Behavioral Health (DBH) Administrative Service Organization claims network, and / or the Alaska's Automated Information Management System (AKAIMS) database. This fusion of data from multiple systems requires using various statistical analysis software tools such as Power Bi, SPSS, SAS, R, SQL, and / or Tableau to synthesize the information and respond to various needs and / or data requests. The ideal candidate (you) will offer a mastery level in analytical software(s) to join health data from complex and varying datasets to produce reports and data visualizations or guide other staff to create said products.

Minimum Qualifications

A master's degree from an accredited college in public health, health administration, nursing, epidemiology, health sciences, health education, community health, emergency medical services, psychology, the social sciences, social work, computer sciences, biostatistics / statistics, business management, public administration, operations management, education, the biological sciences, the physical sciences, or a closely related field.

AND EITHER

One year of specific experience providing circumscribed consultation and advisory services related to either less complex public health-related information management systems or segments of larger, more complex systems. This experience is equivalent to a Public Health Informaticist 1 with the State of Alaska or its equivalent with another employer.

Four years of any combination of experience administering or providing specialized health care or public health services, programs, and / or health care information management systems support that provides the appropriate level of knowledge of the principles, practices, techniques, and theory of the relevant health specialty and / or operational area(s) associated with the position to be filled. Service as an Analyst / Programmer or Research Analyst, or similar job class may qualify if the work performed was specifically related to the collection, analysis, and maintenance of data concerning conditions of public health importance, such as incidence / prevalence of disease or injuries, social risk factors, behavioral risk factors, environmental risk factors, and / or demographic characteristics. The required work experience may also include graduate level work conducting / assisting in specialized scientific research studies related to public health.

A bachelor's degree from an accredited college in public health, health administration, nursing, epidemiology, health sciences, health education, community health, emergency medical services, psychology, the social sciences, social work, computer sciences, biostatistics / statistics, business management, public administration, operations management, education, the biological sciences, the physical sciences, or a closely related field.

AND EITHER

Substitution :

A PhD from an accredited college in one of the required fields will substitute for up to four years of the required work experience.

Many positions may require expertise in a particular health specialty field. Recruitment and selection for these positions will be from among only those candidates who have the appropriate background and experience relevant to the specialty field defined in the predominant responsibilities of the position. The specialty areas include, but are not exclusively limited to : maternal, child, adolescent, and / or men's and women's health; birth defects; early childhood development and disabilities; emergency medical services and care; cardiopulmonary health; obesity and stroke prevention and mitigation; neurological development and disease; genetics and congenital diseases; audiology; human immunodeficiency virus (HIV) / sexually transmitted disease (STD) surveillance, prevention, and control; tobacco, alcohol, and narcotics prevention and mitigation; health impact assessments; domestic violence and traumatic injury surveillance, prevention, and control; chronic disease and epidemiological surveillance and control; and related biostatistics.

Some positions require a security clearance. The essential functions of some positions may involve exposure to infectious disease and / or biohazards.

The social sciences include anthropology, economics, sociology, history, political science, geography, psychology, and demography. The biological sciences include botany, biology, entomology, ecology, forestry, and zoology. The physical sciences include chemistry, physics, astronomy, geology, and soil science.
