PURPOSE OF POSITION:
To ensure the safe and effective operation of the Alaska Railroad warehouse facilities, re-supply operations, and the distribution of materials. As a member of the Inventory Control/Supply Chain team, this position supports and oversees the parts and material needs of the various shops that perform Railbelt-wide maintenance of the ARRC fleet and track through a network of satellite warehouses located at strategic repair facilities throughout the Railbelt.
Duties and Responsibilities:
Supervises the shipping, receiving, storage operations of the ARRC warehouse and storage yards, including the disposal of surplus materials and equipment. Provides support to the warehouse staff by researching quantity discrepancies, prepares Over/Short & Damage (OS&D) Using the ARRC’s inventory management system, reports, edits ARRC’s parts catalog item descriptions, and researches the internet for manufacturers’ part numbers and drawings. Attaches these drawings and supporting documents to the inventory master catalog and storeroom items.
Prepares requisitions for the procurement of inventoried spare parts and tracks materials and consumables. Prepares material estimates for contract administrators on purchases of inventory items. Coordinates with the Contract Administrators to expedite the shipment of parts and supplies to ensure timely arrival while balancing the additional freight and carrying costs with the immediate need for the parts.
Maintains the accountability and integrity of the three (3) main warehouses and the nineteen (19) satellite warehouses by overseeing data entered into the computerized materials management system. Oversees all inventory control functions including cycle counts, physical inventories, inventory adjustments, product setup and location, material handling and storage, and warranty returns to vendors. Plans and schedules periodic physical inventory counts, cycle counts, and transaction audits to ensure the integrity and accuracy of the inventory records. Prepares stock transfers between main and satellite warehouses and arranges for transfer of materials to satellite warehouses. Coordinates physical inventory counts for the main and satellite warehouses. Prepares entries to reconcile the physical inventory counts to the recorded inventory quantities. Adds new stock items to the catalog after they are approved by the Director of Supply Management.
Identifies and participates in the disposition of warehoused inventory items that are obsolete, damaged, out dated, lost or stolen, have an expired shelf life, and do not turnover.
Reviews inventory status to ensure timeliness of transactions. Assists in the measurement and preparation of monthly Warehouse metrics.Develops, reviews, implements and maintains the Supply Management quality assurance program to ensure compliance with FRA, AAR, and ARRC policies. Provides training and technical assistance to Inventory Management Team in inventory quality assurance procedures.
Oversees the materials handling operations of the ARRC warehouses and material storage yards. Ensures that warehouse workers operate safely when handling and securing down of materials, and storage in the warehouse(s) and storage yard(s).
Coordinates material distribution operations of the warehouses and assists warehouse workers with the distribution functions of the warehouse. Ensures orders are picked, packed, and shipped in accordance with designated cut-off times. Recommends and implements changes in procedures to improve the operating efficiency of the unit. Ensures company vehicles are maintained in an orderly manner and operated in accordance with city, state, and federal laws.
Ensures safe conditions in the work place by conducting periodic safety inspections/audits and meetings, citing hazards, overseeing corrective action, and implementing procedures to assure safe material handling of parts and materials stored in ARRC warehouses and material storage yards.
FACTOR 1: Technical and Operational Knowledge
Five years of computerized warehouse experience is required. Two years of lead experience is preferred. Knowledge of ARRC procurement, warehousing, and inventory procedures is required. Bachelor’s Degree in Business Administration or related field is preferred. Ability to maintain receiving, warehousing, and distribution operations by coordinating activities and enforcing warehouse operational procedures are required. Familiarity with railroad industry materials is highly desirable. Skill and ability to operate an automated inventory control system. Ability to coordinate work efforts of warehouse staff by planning, monitoring, training, and conducting inspections and safety meetings is required. Must have ability and skill to operate in a personal computer environment using word processing and spreadsheet software; Word and Excel preferred. Incumbent must have a valid driver’s license.
FACTOR 2: Analytical Skills and Impact
Controls inventory levels by tracking and monitoring inventory quantities and reconciling with the inventory computerized materials management system. Safeguards warehouse operations by establishing and monitoring security procedures and protocols.
Quality of work and judgment in making decisions affects inventory control of materials in the warehouse and storage yard areas. Incumbent is responsible for implementing safe handling of materials. The management of spare parts, track materials, and supplies is a vital and integral part of Supply Management. Management of spare parts and track materials affects the overall cost of maintenance, and impacts the availability and utilization of the entire ARRC fleet (locomotives, track equipment, heavy equipment, and vehicles), and the continuous maintenance of the track and the construction of new track.
FACTOR 3: Supervision and Control
The incumbent supervises warehouse workers in safe work practices, processing of stock inventory transactions, records management, and maintenance of equipment in accordance with ARRC established practices and procedures.
FACTOR 4: Communication
Communicates with other employees within the organization, vendors, and suppliers, for the purpose of receiving, issuing, shipping, and storing materials, parts, etc.
FACTOR 5: Working Conditions
Work is performed in a warehouse environment with frequent exposure to exterior climatic conditions. Warehouse may be hot, cold, damp, drafty, or poorly lighted. The work may be dirty, dusty, and greasy. May be exposed to the possibility of cuts, scrapes, and bruises; falls from ladders; or injury from materials handling equipment.

Alaska Railroad Corporation Benefits
The following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.
Retirement Plans
ARRC Pension Plan – Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.
Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.
Early retirement, survivor and disability benefits are available for vested participants.
401(k) Tax Deferred Savings Plan – Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.
457 Deferred Compensation Plan – Participation is optional for non-represented employees.
Insurance and Flexible Spending Plans
All plans are optional except the RR Dental Plan for bargaining unit employees.
Health Insurance Plan
A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee’s spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.
The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials). The Plans have the following features.
